Vice Chairwoman of the Hanoi Federation of Labor Nguyen Thi Thu Thuy shared the view during a meeting with a delegation from the All-China Federation of Trade Unions, led by its Deputy Head of the Legal Affairs Department Liu Fei, on September 17.
The federation is now directly managing 6,349 grassroots trade unions with more than 629,000 members and to establish 85 new unions at the ward and commune level, as well as those within Hanoi’s high-tech zones and industrial parks.
In recent years, the federation has applied innovation in its operations while placing the protection of workers’ legitimate rights and interests at the center.
“By renewing its approach to match the demands of a changing environment, the federation has made active contributions to the capital’s socio-economic development,” said Thuy.
According to Thuy, the federation has signed 1,420 collective bargaining agreements, many of which include terms exceeding legal requirements.
It has provided legal consultations for 11,000 workers on issues such as wages, bonuses, and social insurance, and coordinated dialogues between city leaders and workers to promptly address their concerns.
Alongside this, programs to improve the welfare, cultural life, and well-being of members have been widely implemented. The federation has also prioritized communication, union membership growth, and strengthening grassroots organizations to ensure that trade unions remain robust and responsive to workers’ needs.
Thuy stressed that the friendship and cooperation between the Vietnam General Confederation of Labor and the All-China Federation of Trade Unions have continued to deepen, contributing positively to the broader comprehensive strategic partnership between Vietnam and China.

She called for closer cooperation between the Hanoi Trade Union and the Beijing Federation of Trade Unions to improve workers’ welfare through the exchange of social security and benefit models, launching joint training programs for union officials, and expanding cultural and sports exchanges.
A particular priority is enhancing exchanges and sharing best practices in modern inspection processes, applying technology in oversight, organizing workshops and training to build the skills of inspection officials, and improving financial and asset supervision within unions.
“These efforts aim to make trade unions more transparent, accountable, and effective,” she continued.
At the meeting, Liu Fei said that in recent years, the Chinese federation has focused on building a highly skilled workforce and has successfully organized emulation movements to encourage workers’ dedication and creativity.
On protecting the rights and interests of members, the Chinese federation has actively worked with legislative bodies to shape labor-related policies and laws, cooperated with judicial agencies and courts to help workers resolve disputes, and participated in monitoring the enforcement of policies affecting employees.
Liu expressed hope that the two sides will continue to strengthen exchanges, share best practices, and adopt creative approaches to enhance the effectiveness of trade union activities.
