Hanoi boosts digital ecosystem through new public–private partnership framework

Hanoi has introduced a comprehensive public–private partnership plan to mobilize high-tech enterprises in tackling major challenges in science, technology, innovation and digital transformation, aiming to build a sustainable digital ecosystem and strengthen the city’s long-term competitiveness.

This effort forms part of a newly approved plan that supports businesses in developing new digital applications and services under the city’s PPP framework.

Under the plan, Hanoi identifies shared digital infrastructure and platforms as priority areas for building a sustainable digital ecosystem through PPP contracts.

PPP projects will also include training for digital technology and digital industry talent, along with facilities to support this training.

The plan applies to municipal departments, agencies, public institutions and both domestic and international organizations and enterprises that participate in PPP activities in science, technology, innovation and digital transformation.

One key measure prioritizes public investment for PPP projects in these sectors. On tax policy, Hanoi will guide businesses through procedures to access available incentives.

Eligible research and development (R&D) expenses can count as deductible costs at up to 200% of actual spending, in line with Government regulations.

Hanoi will publish clear procedures and criteria for state-commissioned research tasks and related funding.

To create a favorable environment, the city will establish a centralized information portal for PPP activities in science, technology, innovation and digital transformation.

This portal will post legal documents, guidelines and incentive policies, publish priority research tasks and PPP investment opportunities and allow businesses to submit project proposals online.

In administrative governance, Hanoi will use a one-stop mechanism for receiving and returning PPP project documents at the city’s Public Administration Service Center.

The city will offer detailed guidance on preparing, appraising and approving feasibility studies, along with criteria, procedures, templates and model contracts for PPP projects.

Hanoi will also publish a list of priority science and technology tasks eligible for risk-tolerant mechanisms, priority sectors and criteria for selecting PPP projects.

Major “problem statements” in science, technology, innovation and digital transformation will be released publicly to encourage enterprise participation.

The city will support partnerships between research institutes, universities and public service units that use public assets to collaborate with businesses. Companies will also receive assistance in accessing and using state-managed data for R&D purposes.

To promote collaboration, Hanoi will release a list of strategic partners and key technology enterprises to help investors form consortia more easily. The city will organize workshops and dialogue forums to explain policies and address business concerns.

Hanoi will promote products and public services generated from these PPP projects to residents through the iHaNoi app.

This PPP plan shows Hanoi’s strong commitment to mobilizing all resources to accelerate digital transformation and advance science and technology development.
