Hanoi commits to delivering minimum 100,000 social homes by 2030

The Hanoi authorities plan to build 100,000 to 120,000 social housing units by 2030.

THE HANOI TIMES — Hanoi has set the target of completing 100,000 to 120,000 social housing units by 2030.

Duong Duc Tuan, Deputy Chairman of the Hanoi People’s Committee, shared the plan at a government conference on social housing development chaired by Prime Minister Pham Minh Chinh on June 2. Tuan said that the city is preparing 1,000 hectares of land for 20 key social housing projects. 

He called on the government to allow the city to implement public investment projects and establish independent land reserves for social housing development.

According to the Voice of Vietnam (VOV), Tuan said this would help expedite the process and ensure timely delivery as land clearance work often takes longer than other investment project procedures.

"We hope the Ministry of Construction will issue more specific guidelines for using public investment for site preparation. Then, developers can be assigned to implement the projects, ensuring efficiency in the next stages,” he added.

Last week, Hanoi People’s Committee Chairman Tran Sy Thanh hosted a meeting with workers and employees from industrial parks across the city.

The local government promised to accelerate the construction of social housing projects to enable them to settle down and devote their careers to the capital’s socio-economic growth.

The Hanoi People’s Committee recently issued several decisions to include numerous housing projects, including social homes, in the 2025 land use plans of districts and towns. This paves the way for the deployment of these projects as soon as possible.

In Tay Ho District, two social housing projects for police officers covering over 84,000 square meters have been added, including one in the Starlake Tay Ho Tay urban area and another in Phu Thuong Ward. Meanwhile, Thanh Xuan District has added a social housing project for the armed forces on the N02 plot at 275 Nguyen Trai Road, spanning 3,600 square meters.

Long Bien District has added several housing projects, including the Song Hong New Urban Area, the Him Lam Vinh Tuy Housing project, and a high-rise residential project at the CT2 plot in Long Bien Ward.

According to the Hanoi Department of Construction, the city has developed a comprehensive social housing plan for 2021-2030.

Since 2021, eleven projects with a total of 11,300 units have been completed, and seven more projects are under review, which could add 70,000 more units.

To support the national social housing plan and Hanoi's projects, Pham Thanh Ha, Deputy Governor of the State Bank of Vietnam, said the central bank has instructed its branches to promptly address issues raised by developers and encourage banks to lower lending rates for developers and homebuyers.

To date, commercial banks have pledged around VND7.8 trillion (US$299.4 million) in credit for these projects, and more than VND3.8 trillion ($146 million) has already been disbursed, including VND3.2 trillion ($122.8 million) for developers and VND585 billion ($22.4 million) for homebuyers. Disbursement rates have accelerated in recent months thanks to improved supply and more streamlined procedures.

Prime minister wants stronger actions

Prime Minister Pham Minh Chinh said that the Party and State consider social housing policy and housing-related social welfare to be top priorities.

He stressed the need to ensure equal access to housing, especially for vulnerable groups, and called on agencies to allocate land in adequate locations for social housing projects.

He added that social housing projects must be developed in areas with the necessary infrastructure, including healthcare, education, transportation, utilities, cultural amenities, sports facilities, and parks.

Chinh emphasized the goal of constructing 100,000 social housing units by 2025 and one million by 2030. He urged ministries, agencies, and localities to prioritize this issue "for the people and the country."

He asked relevant authorities to thoroughly understand social housing policies and to adopt creative, flexible, and locally appropriate approaches.

PM Chinh also called for reviewing and simplifying regulations related to funding, construction, land, and administration to facilitate development.

According to Minister of Construction Tran Hong Minh, more than 680 social housing projects nationwide have been launched, totaling nearly 628,000 units. Of these, 117 projects (around 81,000 units) have been completed or partially completed. Nearly 160 projects (135,500 units) are underway, and 21 new projects have broken ground, offering more than 20,400 units. Another 416 projects offering more than 417,000 units have received investment approval.

Twenty provinces and cities are on track to meet their targets, having completed nearly 46,000 units. However, 25 provinces may fall short, with a combined total of 24,350 out of 53,400 planned units. Meanwhile, 18 provinces with a total target of nearly 4,400 units have not yet begun any social housing projects.
