Ho Chi Minh City forms first professional association for apartment management
Amid rapid urban growth, Ho Chi Minh City has established a professional body for apartment management, becoming the first locality in Vietnam to do so.
THE HANOI TIMES — The Ho Chi Minh City People’s Committee has officially established the Housing Operation and Management Association, marking Vietnam’s first professional social organization dedicated solely to apartment management and operations.

The association’s founding steering committee brings together leading industry figures.
Nguyen Tien Dung, Chairman and CEO of Savista, serves as Head of the committee while Nguyen Duy Thanh, Chairman and CEO of Global Home, along with four other members, serves as deputy heads.
The Ho Chi Minh City Housing Operation and Management Association will serve as a platform for individuals, businesses and developers operating in the city’s real estate sector to share practical experience and professional expertise.
The association aims to act as a neutral intermediary, supporting dialogue and mediation among stakeholders.
Through this role, it seeks to reduce disputes, ease pressure on public agencies and help create safer, more orderly and more civilized urban living environments.
Under the decision, the association operates as a professional social organization with full legal status, its own seal and independent bank accounts.
The association will operate on a self-financing basis and maintain its own headquarters, ensuring autonomy in daily operations.
The organization will fall under the direct state management of the Ho Chi Minh City Department of Construction, in coordination with relevant agencies, as it works to professionalize apartment management and raise service standards across the city’s fast-growing residential sector.
The establishment reflects the needs of a special-grade megacity with more than 1,650 apartment projects comprising over 2,800 buildings.
Of the more than 150 apartment management and operation companies nationwide, over 90 are based in Ho Chi Minh City, underscoring the city’s central role in the expanding sector.
In recent years, apartment operations have faced persistent disputes among residents, management boards and operators, affecting quality of life and placing growing pressure on state authorities through prolonged complaints and petitions.
