Hanoi completes integration of electronic medical records at all public hospitals
Digital milestone in Hanoi’s healthcare as all public hospitals adopt electronic medical records, paving the way for nationwide digital health.
THE HANOI TIMES — All 42 public hospitals in Hanoi have successfully implemented electronic medical records (EMRs), fulfilling the digital transformation roadmap set by the government, the Hanoi Department of Health announced on October 1.

This marks a major milestone for Hanoi as the city has made a comprehensive shift in healthcare management and service delivery by adopting digital solutions to improve efficiency, reduce paperwork and enhance data connectivity.
The successful adoption of EMRs at all public hospitals is one of the priority tasks set by the Hanoi Department of Health to meet the requirements under the government's national digital transformation program until 2030.
EMRs replace traditional paper files, offering accurate, comprehensive and interconnected healthcare data management. The use of electronic records reduces administrative tasks, gives doctors quick access to patient histories and improves diagnosis and treatment.
For authorities, EMRs provide centralized data to track diseases, guide policies and allocate resources. Patients benefit most, with lifelong digital records, less paperwork and seamless care across hospitals.
EMRs also enhance transparency, streamline services and ensure data security, contributing to healthcare reform and strengthening public trust.
During the implementation, local hospitals invested in infrastructure, software and IT system integration. The Hanoi Department of Health supported them by organizing many conferences and training sessions on cybersecurity and data protection.
However, progress remains slow in private hospitals, with only 27 out of 48 facilities (56.2%) adopting EMRs, largely due to challenges in infrastructure, funding, and IT personnel.
According to Acting Deputy Director Nguyen Dinh Hung, the Hanoi Department of Health has asked hospitals to refine forms and storage processes and strengthen data connectivity across Hanoi’s healthcare network.
“Achieving 100% EMR coverage in public hospitals is only the beginning,” Hung said, adding that the next goal is to expand digital healthcare applications toward nationwide digital health management.
