Hanoi to kick start Ring Road No.4 construction next June: City Party chief
The project, once completed, will have a great impact on the social development not only of Hanoi but also of the provinces and cities in the Capital Zone.
Hanoi is determined to clear all hurdles during the preparations for the Ring Road No.4 project to start construction in June 2023.

Secretary of the Hanoi Party Committee Dinh Tien Dung stressed the view on November 24 during a visit to localities under the project areas, including Me Linh, Dan Phuong, Hoai Duc, Thanh Oai, Thuong Tin, and Ha Dong districts.
At the visit, Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan said the road is divided into seven sub-components, including three for compensation and support of affected households in resettlement; three for the construction of urban roads alongside the Ring road, financed under the public funds; and one for construction of expressway under the public-private partnership (PPP).

The project, with a total length of 112.8 kilometers and covering a combined area of 1,341 hectares, would run through Hanoi (58.2 kilometers), Hung Yen (19.3 kilometers), and Bac Ninh (25.6 kilometers).
With a total investment capital of VND85.8 trillion (US$3.7 billion), the project is scheduled to complete in 2026 and starts operation in 2027.
Tuan noted that the section in Hanoi would go through seven districts: Soc Son, Me Linh, Hoai Duc, Dan Phuong, Thanh Oai, Thuong Tin, and Ha Dong.
In this regard, Hanoi is responsible for three sub-component projects, including the compensation and resettlement for affected households in the city with investment capital of VND13.37 trillion ($540 million), the parallel road worth VND5.38 trillion ($217.2 million) sourced from the public fund, and the expressway with funding of VND56.3 trillion ($2.27 billion) under the PPP mechanism.
According to Tuan, the city is currently conducting site clearance work and expects to complete the planting of boundary markers by November 30, 2022, for a total of 58.2 kilometers.
In addition, around VND1.76 trillion ($71 million) would be allocated from Hanoi’s Development fund for the compensation and resettlement works during the fourth quarter of 2022.
Tuan added another priority for the city is to soon approve the investment procedures for resettlement areas and support affected households subject to land requisition.

Ensuring smooth project implementation
Secretary of the Hanoi Party Committee Dinh Tien Dung highlighted the positive response from local authorities and people in seven districts under the project area.
“Hanoi has been working on measures to address difficulties during the implementation process, ensuring effective site clearance works from the city to sub-municipal level,” Dung said.
However, he noted some major difficulties ahead, including the relocation of cemeteries, schools, electricity facilities, and public buildings.
The municipal Party chief considered the project a critical political task, calling for greater commitments from authorities in Hanoi, Bac Ninh, and Hung Yen to ensure the project stays on track.
In this regard, Dung pointed out site clearance works as the most important part of the project and should be completed before starting construction.
The project, once completed, will have a great impact on the social development not only of Hanoi but also of the provinces and cities in the Capital Zone.
“This requires the determination and high responsibility from each agency and unit, as well as effective cooperation between Government agencies,” Dung stressed.
