To achieve this, the Hanoi People’s Committee has directed all agencies to guarantee safe and smooth commemorative activities.

The Hanoi Department of Public Security must develop detailed plans and preventive measures, and work with local ward and commune authorities to enhance surveillance and address potential risks.

Police forces will be stationed on duty around the clock to handle any emerging situations, with a particular focus on key event venues for rehearsals and the official ceremony.

The city stressed importance of maintaining traffic safety, and increasing officers at major intersections to manage transport and prevent congestions during the peak period.

Hanoi will also raise public awareness of fire prevention and safety. Local authorities will inspect high-risk areas and crowded venues to mitigate potential hazards.

Detailed response plans have been prepared to minimize damage to people and property in the event of an incident.

The city will also crack down on social vices, urging citizens to refrain from unlawful activities and promising strict handling of any violations that disrupt public order.

Regarding urban infrastructure, Hanoi's Department of Construction is responsible for ensuring effective drainage systems, especially along parade routes and in areas hosting delegates and international guests.

The department will prepare contingency plans, and ready officials, employees and to respond to any incidents, guaranteeing safety before, during, and after the National Day celebrations.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 145/CD-TTg on August 24 mandating all ministries, sectors, and localities to enhance safety, security, public order, environmental hygiene, and medical readiness for the National Day holiday.

The Prime Minister's dispatch called for the entire political system to focus on ensuring absolute safety for the people, describing the event as a special political and social occasion for the nation to celebrate its heroic history and express gratitude to previous generations.
