Hanoi fast-tracks digital upgrades in 126 localities

Hanoi is moving to modernize IT infrastructure across 126 communes and wards, aiming to close existing digital gaps and strengthen the foundation for e-government services as the city pushes forward with its science, technology and digital transformation agenda.

THE HANOI TIMES Hanoi has unveiled a plan to accelerate the upgrade of information technology (IT) infrastructure for 126 communes and wards, following the latest directive from Vice Chairman of the Hanoi People’s Committee Truong Viet Dung.

Vice Chairman Dung issued the decision after a recent meeting that reviewed key issues related to science, technology, innovation and digital transformation.

The municipal government identifies improving IT infrastructure at the ward-and-commune level as a top priority because it directly supports local government operations and aligns with Hanoi’s digital transformation agenda.

The Hanoi Department of Science and Technology is finalizing the IT equipment list, which will serve as the basis for the Hanoi Department of Finance to allocate funding.

The city aims to standardize and modernize equipment across all 126 communes and wards to ensure more seamless and connected public administration services.

A recent assessment found wide disparities in digital readiness across localities. Several communes and wards continue to operate with weak network capacity, aging hardware, and limited data storage and processing capability.

In many areas, computers, printers, video-conferencing systems and end-user devices remain insufficient to support administrative procedure systems and shared digital platforms.

These gaps have kept technical infrastructure in some localities from meeting the requirements of the two-tier digital government model.

Limited data connection and sharing between communes, wards and the city have slowed the delivery of online public services and delayed the digitalization of administrative records.

To address these challenges, Vice Chairman Dung instructed the Hanoi Department of Science and Technology to finalize the list of essential IT equipment for communes and wards to support government operations connected to digital transformation.

He also directed all government agencies, from city-level departments to commune- and ward-level authorities, to actively implement Plan No. 315/KH-UBND, dated November 25, 2025.

The plan sets out criteria for evaluating the 2025 Digital Transformation Index (DTI) of all city-level state agencies and creates a more objective mechanism to measure digital adoption.

With these coordinated actions, Hanoi continues to demonstrate its commitment to making science, technology and digital transformation central to breakthrough development, improving public services and raising the quality of life for citizens and businesses in the digital era.
