Hanoi to deploy 11 key databases for comprehensive digital transformation

The plam underscores the city’s commitment to comprehensive digital transformation, cybersecurity and efficient and standardized data management.

THE HANOI TIMES — Hanoi will roll out 11 key national and sectoral databases by 2025, aiming to directly support administrative reform and protect the practical rights and obligations of citizens and businesses.

It is part of a newly signed plan by Truong Viet Dung, Vice Chairman of the Hanoi People’s Committee, designed to position the city at the forefront of coordinated efforts to build data infrastructure for comprehensive digital transformation, ensuring consistency, efficiency and robust information and cyber security.

The national databases cover the matters in land management, finance, education and training, citizenship status, health, commerce, construction, asset and income control, administrative violations, agriculture and social security.

To implement the plan, Government Resolution No. 214, outlining the national action plan for data creation to support digital transformation, requires ministries, agencies and localities to take the lead starting September 2025.

They will work closely with the Ministry of Public Security and partner corporations to develop and issue data and digital transformation strategies for all sectors and local governments.

Under the plan, Hanoi will coordinate with the Ministry of Public Security to review and finalize the city’s Data Strategy through 2030, standardize databases across local agencies as they connect to shared digital platforms, and prioritize digitizing data that enhances administrative reform, governance and public service delivery for residents and businesses.

Regarding digital platforms, local agencies are requested to adopt national platforms and information systems provided by ministries and central authorities, ensuring the creation, standardization, updating and synchronization of data across these systems.

The city will also review, evaluate and upgrade its shared information systems and databases to ensure seamless data connectivity and interoperability across government bodies and with central systems.

On information security, the plan mandates applying the TCVN 14423:2025 standards to national and specialized databases, while strengthening coordination with the Ministry of Public Security to safeguard cybersecurity and respond promptly to incidents involving technical infrastructure, data and citywide applications.

To secure resources, agencies are instructed to prepare budgets within their allocated funds, appoint a chief digital transformation architect and work with ministries and enterprises to develop Hanoi’s Digital Architecture Framework and Data Strategy.

The city will also run training programs to enhance digital transformation skills among public officials and the wider community, ensuring effective operation of digital platforms.

The Hanoi Department of Science and Technology will monitor and push progress, submitting monthly updates to the national monitoring system under Project No. 06, the national digital transformation initiative.

Departments, sectors and localities must develop their own implementation plans based on this roadmap to ensure coordinated and effective execution.
