Hanoi forms task force to guide low-emission zone initiative

Hanoi is taking another step toward cleaner air and greener streets as the city sets up an inter-agency task force to coordinate the rollout of its low-emission zone plan.

THE HANOI TIMES — Hanoi has established an inter-agency task force to advise the municipal government on implementing tasks and activities related to the development of low-emission zones, a key measure to improve air quality and promote sustainable urban growth.

Under Decision No. 5103/QD-UBND dated October 14, 2025 by the Hanoi People’s Committee, the task force is led by Vu Xuan Tung, Deputy Director of the Hanoi Department of Agriculture and Environment. Dao Viet Long, Deputy Director of the Hanoi Department of Construction, will serve as Deputy Head.

The task force includes 14 members representing relevant departments, agencies, and district-level People’s Committees. Its primary responsibility is to advise the municipal government on the organization and implementation of the low-emission zone policy across the city, as well as to draft a new resolution to replace Resolution No. 47/2024/NQ-HDND, ensuring compliance with the Capital Law.

A major focus will be the development of a detailed proposal for a low-emission zone within Ring Road No. 1, one of Hanoi’s most densely populated and traffic-congested areas, serving as a pilot model for future expansion.

The Hanoi Department of Agriculture and Environment, acting as the standing agency of the task force, must consolidate inputs from members, propose specific actions and carry out related duties in accordance with legal regulations.

The task force leader is responsible for reviewing emerging tasks and allocating responsibilities to ensure timely and effective execution.

A supporting team of 38 members will assist with administrative and technical coordination. All members will serve concurrently with their existing roles, and the task force will automatically dissolve once its mission is completed.
