Hanoi intensifies innovation, digital transformation
The Hanoi Department of Science and Technology is committed to strengthening its leadership role in national innovation and digital transformation.
THE HANOI TIMES — To drive innovation and accelerate digital transformation, the Hanoi Department of Science and Technology must focus on building a high-quality workforce, attracting top-tier talent, upgrading digital infrastructure, and strengthening coordination with central and local agencies.

He urged the department to adapt to emerging demands by overhauling its approach and implementation strategies, and called for policy proposals and actions in line with the Politburo’s Resolution No. 57-NQ/TW on science, technology, innovation, and national digital transformation.
Tran Anh Tuan, Secretary of the Party Committee and Director of the department, affirmed the city leader’s directive, calling the 2025–2030 period a critical window to translate Resolution No. 57 into actionable policies and build a foundation for sustainable long-term growth.

The department has set ambitious goals for the new term, including leading the nation in the quality of science and technology policy advisory teams and positioning Hanoi among the top five cities and provinces in digital transformation, innovation, and digital competitiveness.
The city also aims to spearhead business innovation nationwide, cultivate a scientific and technological workforce density of at least 14 per 10,000 residents, and achieve comprehensive 5G coverage by 2030.

Over the past term, the department completed 261 research projects and 16 pilot production projects, all of which were applied in practice. The majority of them directly supported Hanoi’s socioeconomic development.
It also successfully organized events that attracted public attention and encouraged innovation. Prominent events were the 60th Anniversary Exhibition of Hanoi’s Science and Technology Sector, the “Hanoi Digital Transformation and Innovation” exhibition, Techfest Hanoi, and Techconnect and Innovation Vietnam 2024.
To support the innovation ecosystem, the department granted 244 science and technology enterprise certificates, facilitated nearly 100 technology transfer projects, launched a technology incubator, and provided consulting services to the innovation community.
The department supported over 1,000 startups and trained 4,000 people in digital transformation, fostering grassroots innovation and reinforcing Hanoi’s lead in science and technology.
Hanoi is implementing the national digital transformation initiative, Project 06, with significant progress in streamlining public services and improving administrative efficiency.
Hanoi has advanced its digital infrastructure with a cloud-based data center, an integrated data-sharing platform (Local Government Service Platform — LGSP), and a three-tier administrative system that facilitates digital governance.
The department’s citywide data system enables smooth data flow across all levels, supporting modern, efficient governance.
