Hanoi kicks off major road project to ease congestion
Once completed, the project will address the persistent and severe traffic congestion at the Phap Van intersection, a key gateway to the capital.
The Hanoi People's Committee today [July 19] held a groundbreaking ceremony for the construction of a road linking Phap Van - Cau Gie Highway and Ring Road No.3, which is expected to ease traffic congestion at the southern entrance of the capital.

The link road will start at the intersection of Phap Van - Cau Gie Highway (km184+100) and end at the intersection of Ring Road No.3 (km169+100), passing through Hoang Mai and Thanh Tri districts.
The route is designed to have six lanes for motor vehicles and two lanes for mixed traffic. It occupies a land area of approximately 31 hectares.
The project's total investment cost is VND3.2 trillion (US$135.3 million), financed from the city budget. The project is expected to be completed in 2025.
Nguyen Chi Cuong, the Director of the Hanoi Traffic Construction Investment Project Management Board, stated that the project is a crucial undertaking within the framework of Program 03 of the Hanoi Party Committee, focusing on the urban embellishment, development, and economy of Hanoi from 2021 to 2025.
He emphasized the project's significance in gradually completing the primary urban axes according to transportation planning.
“Once completed, the project will effectively address the persistent and severe traffic congestion issues at the Phap Van intersection, a crucial gateway to the capital city,” Cuong noted.
Cuong added that in conjunction with the ongoing investment in the Ring Road No.4 route and the construction of bridges over the Red River, this project will establish a comprehensive traffic system, fostering regional connectivity and enhancing the traffic capacity for vehicles traveling from southern provinces to Hanoi via the Phap Van - Cau Gie Highway.
Furthermore, it will help alleviate congestion on the elevated sections of Ring Road No.3 and the surrounding intersections.
Public infrastructure development has been a key priority for Hanoi, especially following the capital's administrative boundary expansion 15 years ago.

"The Project Management Board will work closely with construction units, design consultants and supervision consultants to develop detailed implementation plans, research optimal solutions and construction methods, and devise appropriate traffic flow arrangements. The aim is to ensure the project's completion by 2025 while maintaining the highest standards of quality, safety and environmental protection," Cuong said.
During the ceremony, Duong Duc Tuan, Vice Chairman of the Hanoi People's Committee, expressed his high appreciation for the dedicated efforts of the relevant departments involved in the project's investment and construction preparation.
Tuan emphasized the importance of the project as a key transport infrastructure initiative to completing the city’s overall traffic system, particularly in addressing traffic congestion at the key Phap Van intersection, a major gateway to Hanoi.

He stressed that the project will contribute to maintaining traffic order and safety in the city, while promoting socio-economic development for the districts of Hoang Mai, Thanh Tri, and the southern and southeastern regions of central Hanoi.
To ensure the timely completion of the project while meeting the required technical and quality standards, Tuan urged the Hanoi Traffic Construction Investment Project Management Board to take primary responsibility and closely coordinate with departments, agencies, contractors, and consulting units.
