Hanoi launches 45-day digital transformation campaign

Through technology, the effort aims to strengthen grassroots governance and enhance public service delivery.

THE HANOI TIMES — Chairman of the Hanoi People’s Committee Tran Sy Thanh on July 24 signed a document to launch a 45-day campaign to support digital transformation in 126 communes and wards.

The campaign aims to equip local officials and residents with essential digital skills, improve infrastructure, and ensure seamless access to online administrative services.

It aligns with the national Resolution 57 on science, technology, innovation, and digital transformation.

A core objective is to develop a competent digital community workforce comprising IT students and professionals from tech and telecom enterprises and local organizations. They will help residents access online public services and optimize administrative procedures.

The campaign will ensure equitable access to digital services among vulnerable groups, such as the elderly, the disabled, and low-income households.

Infrastructure upgrades, including 5G and broadband networks, are a priority to ensure stable connectivity. Artificial intelligence (AI) will be integrated to streamline administrative procedures and provide real-time support.

To achieve these goals, Hanoi requires all 126 communes and wards to have local personnel trained in IT to manage digital transformation tasks.

The city will establish "Digital Literacy Mobile Units" to train community members and local officials on using platforms such as the National Public Service Portal and iHanoi, as well as AI applications. Online support channels will be available 24/7 to address technical issues.

The Hanoi Department of Science and Technology will oversee the campaign, coordinating with relevant agencies to monitor progress and evaluate outcomes.

Meanwhile, local authorities are responsible for developing tailored plans, allocating resources, and reporting regularly on implementation to promptly address challenges.
