Hanoi prioritizes digital infrastructure policies under two-tier governance system
A key focus is accelerating the development of policies that support digital infrastructure, enhance public service delivery and improve governance.
THE HANOI TIMES — Hanoi will improve digital infrastructure and public services under the two-tier governance system through supportive policies and mechanisms.

Details of this plan were outlined in Announcement No. 2366-TB/TU, which was issued by the Hanoi Party Committee and summarizes Vice Party Chief Nguyen Van Phong's conclusions on implementing the two-tier administrative model in the capital.
At the online conference held on July 16 to review the progress and effectiveness of the city’s two-tier local governance model, Phong praised the strong commitment and coordination across all levels of the political system, particularly the efforts of commune and ward-level officials, who are directly responsible for implementing the new model.
"Many local agencies and authorities have shown flexibility and initiative in resolving practical challenges, ensuring smooth service delivery without disruptions," said Phong.
The city’s senior official urged the municipal People’s Council and People’s Committee to work together closely to draft and submit new policies that align with the new organizational structure and operational model.
A key focus is accelerating the development of policies that support digital infrastructure, enhance public service delivery, and improve governance.
"This includes continuing to delegate authority in line with the principle of local autonomy and issuing guidelines for the upcoming 2026–2031 elections," the Vice Party Chief added.
He also stressed the need to establish real-time communication channels to quickly receive and address concerns from the grassroots level and prevent delays in policy implementation.
City departments and ward-level authorities have been instructed to assess existing infrastructure and digital platforms to develop modern, efficient investment plans consistent with Hanoi’s digital transformation and two-tier governance goals.
A training campaign for local civil servants will run through October to support this effort.
Authorities are asked to strengthen oversight of administrative discipline and the accountability of civil servants, particularly at the commune and ward levels, in addition to inspections, especially in areas such as land management, construction, urban planning, and environmental sanitation.
“Any violations must be promptly identified and strictly addressed to prevent prolonged issues or public dissatisfaction,” he noted.
