Hanoi launches multi-modal ticketing plan for public transport
The plan sets a unified fare system with flexible ticket options and tailored discounts for various passenger needs.
THE HANOI TIMES — The Hanoi People’s Committee on June 27 issued Decision No. 3316/QD-UBND to launch the integrated multi-modal ticketing scheme for the city’s subsidized public passenger transport system.

The goal is to develop a unified ticketing system for an all-in-one transit pass across Hanoi’s public transportation network. This plan involves creating a unified fare structure, offering various ticket options and formats, and introducing discounts or exemptions tailored to different passengers' needs.
This measure aims to encourage the use of public transportation and improve fare management through digitalization. It also seeks to streamline operations, cut costs, enhance revenue tracking accuracy, and standardize data to meet government regulatory requirements.
This ticketing plan will be developed in parallel with the city’s technical standards for its automatic fare collection (AFC) system to ensure system-wide integration and consistent application of digital technology to public transportation.
Initially, the plan will only cover subsidized modes of transportation, such as buses and urban rail. It may later expand to include other modes of transportation, such as public bicycles and taxis, and will apply to all organizations and individuals involved in public transportation operations.
Fare types will include distance-based tickets, which have an entry fare and a per-kilometer charge, and time-based passes, which are valid for one day, one week, one month, or up to 12 months. These passes are for individual use and activate on the first day of use. Monthly and long-term passes offer discounts to eligible priority groups, as defined by the Hanoi People’s Council.
Free tickets for these groups are subsidized by the state and considered part of the operators' revenue stream.
The Department of Construction is fully responsible for ensuring the accuracy and legality of all content, documents, data, and calculations within the multimodal ticketing plan. In coordination with the Department of Finance, the Department of Construction will guide the city’s Transport Management Center and public transport operators on pricing, ticket types, payment methods, and operational procedures.
The plan includes a comprehensive public communication for adoption, instructions for implementation in two phases: before and after the full deployment of the AFC system across the entire network. The Department of Construction, together with the Department of Finance and other relevant agencies, will update the plan as needed and report adjustments to the city government.

The decision sets out the fare structures for multi-modal public transport as follows: 1. Bus-only tickets will be available as single-ride fares and time-based passes (daily, weekly, monthly). 2. Urban rail-only tickets will follow the same structure: single rides and time-based passes. 3. Integrated bus and rail passes will be time-based (daily, weekly, monthly), allowing seamless travel across both modes.
