Hanoi launches smart kiosk for faster electronic copy certification
The move aims to build an electronic administration and digital government to serve people and businesses, creating positive changes.
THE HANOI TIMES — The Hanoi Public Administration Service Center has launched a smart kiosk to certify electronic copies of original documents, easing the burden of administrative procedures.
The system applies artificial intelligence (AI), optical character recognition (OCR) and facial authentication, allowing people to perform authentication directly at the smart kiosk.
The entire process, including verification, official signature, printing copies with QR codes, only takes 3-5 minutes, instead of 15 minutes as with manual methods.

People only need to scan the original documents at the kiosk, the system will automatically recognize, check the validity, authenticate the information and immediately issue legal electronic copies.
Speaking at the launching ceremony on November 10, Truong Viet Dung, Vice Chairman of the Hanoi People's Committee, said that the city has been pioneering in building a service-oriented administration, focusing on people, using data as the foundation and using technology as the driving force for development.
"Therefore, administrative procedure reform is the front line of digital transformation, where every small change creates a big impact on people and businesses," stressed the official.
According to Cu Ngoc Trang, Director of the Hanoi Public Administration Service Center, just for the procedure of certifying copies from originals, the city receives nearly 70,000 files each month. Meanwhile, most communes and wards only have one or two judicial officers in charge.

"It shows that a simple procedure is taking up a large part of the workload, putting pressure on officials and wasting a lot of time and effort from people," said Trang.
The center will submit the Hanoi People's Committee expanding plan for a paperless, distance-free and unlimited administrative model.
Smart kiosks will not only be present at the center or the People's Committee of wards and communes, but be located in residential areas, commercial centers and public places, so that people can carry out procedures themselves anytime, anywhere.
"If replicated across Hanoi, the system will help reduce 50%-60% of printing and storage costs each year, reduce travel time for hundreds of thousands of people and increase the rate of online public services to over 80%," said the director.
