Hanoi legislature reaffirms role as people’s representative

At the January 6 review conference, held both in person and online across 126 communes and wards, Hanoi highlighted its political stability, governance innovation and socio-economic gains during a challenging yet transformative period.

THE HANOI TIMES — Hanoi National Assembly delegation and People’s Council have clearly asserted their role as institutions representing the will and aspirations of the people, while adopting key mechanisms and policies for the capital’s development, said Hanoi Party Secretary Nguyen Duy Ngoc.

Ngoc was speaking at the review conference hosted by Hanoi’s National Assembly delegation and the city’s People’s Council on January 6, with online connections to 126 local points across communes and wards.

Ngoc said that the conference took place immediately after the national ceremony marking the 80th anniversary of Vietnam’s first general election on January 6, 1946.

"The timing made the review particularly meaningful, allowing participants to reflect on traditions, achievements and effective practices of National Assembly deputies and People’s Council members during the term," said Ngoc.

He described the 2021–2026 term as a challenging period that nevertheless marked a strong transformation for Hanoi, especially the reorganization of administrative boundaries and the operation of the two-tier local government model from July 1, 2025.

“Despite difficulties, Hanoi recorded major progress in socio-economic development and urban infrastructure, while science and technology, innovation and digital transformation were elevated to a new level,” said Ngoc.

The capital has ranked first nationwide in the provincial-level innovation index for three consecutive years,” he said.

Ngoc stressed that the People’s Council and the National Assembly delegation had fulfilled their role as local state power bodies by deciding on important policies and mechanisms serving the capital’s development.

These contributions have helped the city meet and exceed all 27 targets set for the entire political system, including 24 socio-economic targets and three targets related to Party building and the political system.

The city's Gross Regional Domestic Product (GRDP) is estimated to have grown by 8.16%, while per capita GRDP in 2025 reached VND179.2 million (US$7,300), up 10% from 2024.

Total state budget revenue surpassed VND700 trillion ($28.5 billion) for the first time.

Reviewing the term’s outcomes, Ngoc said the city’s elected bodies had left clear marks across key areas of work, demonstrating a proactive, responsible, practical and effective approach.

“These achievements provide a solid foundation for Hanoi to overcome challenges and move forward strongly in a new development era,” said Ngoc.

He called on the entire political system, National Assembly deputies and People’s Council members at all levels to continue acting as institutional builders and as a bridge between central and local authorities, ensuring that policies are implemented effectively and deliver tangible benefits to residents in every commune, ward, neighborhood and village.

He stressed that 2026 marks the start of the 14th National Party Congress term, a pivotal moment for the country as it transitions from recovery and stability to a phase of rapid and sustainable development.

As the capital moves into an accelerated growth phase, implementing the 18th Hanoi Party Congress resolution and preparing to roll out resolutions of the 14th National Party Congress along with key central strategies and the General Secretary’s directives for Hanoi, Ngoc said early success in the new term requires the full engagement of the political system, broad public support and especially the active role of elected representatives.

He affirmed that the municipal Party Committee, the city administration and the Vietnam Fatherland Front of Hanoi will continue to stand alongside the National Assembly delegation and the city’s People’s Council to fully unlock the capital’s potential and mobilize all resources for the development of a cultured, civilized, modern and happy Hanoi.
