Hanoi looks for Beijing expertise in tackling air pollution
Hanoi and Beijing share many similarities that provide opportunities to exchange experiences and jointly address development challenges.
THE HANOI TIMES — Hanoi seeks to strengthen cooperation with Beijing on urban air pollution control, aiming to support sustainable development.

Vice Chairwoman of the Hanoi People’s Council Pham Thi Thanh Mai shared the view at a meeting on September 24 with a delegation from the Standing Committee of the Beijing Municipal People’s Congress, led by Xuan Dexiang, Deputy Secretary-General and Director of the Personnel Office.
At the meeting, Mai said the delegation’s visit carried positive significance as it continued more than 30 years of effective cooperation between the two capitals.
“Since Hanoi and Beijing signed a memorandum of understanding in 2022, the two sides have pursued diverse, practical, and comprehensive areas of collaboration.” Said Mai.
Expressing appreciation for Hanoi’s warm welcome, Xuan Dexiang, Deputy Secretary-General and Director of the Personnel Office of the Standing Committee of the Beijing Municipal People’s Congress, remarked that China and Vietnam have long supported each other and fostered a deep friendship.
He highlighted that 2025 marks the 75th anniversary of diplomatic relations between the two countries, with leaders of both Parties meeting regularly to strengthen bilateral ties.
According to Xuan, the Standing Committee of the Beijing Municipal People’s Congress and the Hanoi People’s Council have worked closely in areas such as transportation and youth exchanges.
During a visit in August 2023 by Vice Chairman of the Hanoi People’s Council Pham Qui Tien to Beijing, the two sides also discussed ways to enhance cooperation in legislative affairs.

For her part, Mai shared that the Hanoi People’s Council has gone through 16 terms, reflecting the capital’s historical development.
“Its organization and operations have been continuously strengthened to improve performance, affirming its role as a local state authority representing the will and aspirations of the people,” Mai continued.
She added that Hanoi and Beijing share many similarities that provide opportunities to exchange experiences and jointly address development challenges, while also expanding cooperation in key sectors.
Mai noted that Hanoi is currently implementing Resolution No. 57-NQ/TW of December 22, 2024, issued by the Politburo, on advancing science, technology, innovation, and national digital transformation.
In this context, Hanoi hopes to learn from Beijing’s practical approaches to digital transformation.
The Hanoi People’s Council also looks forward to Beijing’s support in promoting economic, trade, and investment cooperation in areas of mutual interest and strength.
In particular, Hanoi expressed its wish to collaborate with Beijing in urban air pollution control as part of its sustainable development goals, Mai continued.
After hearing Hanoi’s proposals, Xuan praised the Hanoi People’s Council’s efforts to uphold the principle of serving the people.

He outlined the operational model of the Beijing Municipal People’s Congress and expressed hope for stronger cooperation with Hanoi in the future to foster socio-economic development in both capitals.
Xuan stressed Beijing’s desire to deepen collaboration with Hanoi in legislative and law enforcement matters, as well as in healthcare and urban development.
Concluding the session, Mai voiced her hope that following this visit, cooperation between the two sides will grow even closer, contributing to the strengthening of the Vietnam–China comprehensive strategic cooperative partnership.
