Hanoi outlines new opportunities for cooperation with Japan

Hanoi welcomes Japanese partners to deepen cooperation and expand their activities, contributing to the city’s development as it enters a new phase of dynamic growth, according to the city’s top official.

THE HANOI TIMES — Hanoi is aiming for growth targets higher than the national average, with science and technology and digital transformation identified as key drivers, in which the city’s leadership hopes to see closer cooperation and partnerships with Japanese counterparts.

Chairman of the Hanoi's People Commitee Vu Dai Thang made the remarks at a meeting with Sasaki Hajime, Japanese Deputy Minister of Land, Infrastructure, Transport and Tourism, on December 29.

The meeting provided an opportunity for both sides to exchange views and gain a clearer understanding of Hanoi’s development goals, with a view to promoting deeper cooperation.

“Hanoi has set a goal of achieving double-digit growth, with a focus on developing integrated and modern infrastructure, building human resources, particularly high-quality talent, and establishing a synchronized institutional framework to support development,” said Thang.

To achieve these goals, Thang said, Hanoi will fully implement orientations set out in the Resolution of the upcoming 14th National Party Congress, as well as those of the 18th Hanoi Party Congress for the 2025-2030 term.

"Science, technology and digital transformation will serve as core growth drivers," said Thang.

The special mechanisms that have been approved will provide an important foundation for Hanoi to accelerate implementation and achieve its objectives."

He expressed hope that Japan, a long-standing partner of Vietnam, would continue supporting Hanoi in the coming period, while the city pushes forward several major and strategic projects.

Impressed by Hanoi’s development vision and strong determination, the Japanese Deputy Minister said he believed the city’s efforts would deliver tangible results.

He affirmed that Japan would continue to participate in investment projects in Hanoi, expressing confidence that such cooperation could symbolize a new phase in Vietnam - Japan relations.

The Japanese official noted that his country's parliament had recently approved the largest budget in the country’s history, providing an important foundation for new development directions.

“Tokyo will prioritize promoting technological strengths and attracting foreign labor resources, while investing in 17 key strategic sectors,” he added.

In this context, he expressed hope that Hanoi authorities would continue sharing information on potential projects, allowing both sides to explore opportunities to expand cooperation, a proposal that Hanoi Chairman Thang fully welcomed.

During the meeting, Thang also addressed issues of concern raised by the Japanese side.

He called on Japan to coordinate closely in resolving several problems to help accelerate and ensure the effective completion of ongoing projects in Hanoi, particularly those along the corridor connecting Noi Bai International Airport with the inner city.
