Tuition support for Hanoi's private school students to start from 2025 academic year
Hanoi plans to provide tuition support for students at private and semi-private schools from the 2025–2026 academic year, aiming to promote fairness in education and reduce parents’ financial burden.
THE HANOI TIMES — Students at private and semi-private educational institutions across Hanoi may receive up to nearly VND2 million (US$80) in tuition support per school year, according to a draft resolution by the Hanoi People’s Council.
If approved, the draft resolution will apply from the 2025–2026 academic year onward.

Under the draft, preschool, primary and lower secondary students will receive VND155,000 (US$6.3) per month in tuition support. Upper secondary students will receive VND217,000 (US$8.8) per month.
For online learning, the support rate will be 75% of the in-person rate, equivalent to VND116,000 (US$4.7) per month for preschool, primary and lower secondary levels and VND163,000 (US$6.6) per month for upper secondary.
These rates do not apply to high-quality schools.
Each student at private schools will receive between VND1.3 million (US$53) and VND1.9 million (US$80) per year, depending on their education level. A school year usually lasts nine months, from early September to the end of May in the following year.
This policy aims to promote equal access to education and aligns with the Government’s new tuition exemption policy for public school students.
According to the Hanoi Department of Education and Training, in the 2025–2026 academic year, the city will have nearly 3,000 schools at all levels, serving about 2.3 million students.
Of these, 630 are private schools, accounting for more than 21% of all educational institutions.
Since tuition fees at private schools are much higher than at public schools, the proposed policy is expected to ease the financial pressure on parents.
Earlier, the Government issued Decree No. 238/2025/ND-CP on tuition policies, exemptions, reductions and financial support for education and training services.
A key provision of the decree is that preschoolers and general education students in private institutions within the national education system will also receive tuition support, based on rates set by provincial People’s Councils.
This marks an important step toward ensuring equal educational opportunities and helping all students, whether in public or private schools, gain fair and sustainable access to education.
At the start of the 2025–2026 school year, Hanoi also granted full tuition exemption to all students at public schools in the city.
