Hanoi posts 10 major achievements in 2025

Hanoi marked 2025 with 10 major achievements, reflecting the capital’s spirit of innovation, decisive action and ambition to strengthen its role as a dynamic and globally connected city.

HE HANOI TIMES — Hanoi on December 31 announced its 10 most significant milestones of 2025, reflecting its spirit of innovation, decisive action and ambition for development in a new era.

Renewing leadership with an “action - results” focus

In 2025, Hanoi’s Party Committee made strong strides in renewing leadership mindset, methods and working style to handle a heavy workload, complex and unprecedented challenges.

The city adhered to the principle that all policies must stem from reality, all actions be measured by tangible results and all commitments be fully delivered.

By the end of 2025, Hanoi recorded breakthroughs in working speed and effectiveness, addressing long-standing “bottlenecks.” The city gradually formed a new governance model, shifting from management to innovation, centering citizens and businesses and strengthening public confidence in a proactive Party.

18th Hanoi Party Congress realizes the capital’s vision in a new era

Hanoi’s 18th Party Congress, term 2025-2030, takes place on October 15-17. 

Held on October 15-17, Hanoi’s 18th Party Congress, term 2025-2030, carried the theme of promoting the city’s millennia-old tradition, building a strong and clean Party and pioneering development in a new era.

It was the first Party Congress convened after administrative reforms and the establishment of a two-tier local government model.

With the motto “Unity – Democracy – Discipline – Breakthrough – Development,” the congress demonstrated the determination, intellect and ambition to guide Hanoi and contribute to national prosperity in the new era.

Hanoi’s mark in the 80th anniversary of the August Revolution and National Day

Hanoi successfully organized the 80th anniversary of the August Revolution and National Day celebrations with a highlight on the parade at the historic Ba Dinh Square.

Citizens were not only spectators but active participants in the national celebration, shaping the country’s new era.

The success of the A80 activities reflected Hanoi’s organizational capacity and unity of the political system and citizens, projecting the image of a cultured, civilized and hospitable capital.

Effective implementation of two-tier local government model

From July 1, Hanoi officially implemented the two-tier local government model, reducing commune-level administrative units to 126 new communes and wards.

The reform ensured harmonization of administrative boundaries and cultural identity, while creating greater room for development.

A streamlined administrative apparatus, simplified command chains, enhanced decentralization and accelerated digital transformation strengthened Hanoi’s socio-economic development potential.

Record-breaking revenue exceeding VND600 trillion (US$22.8 billion)

Hanoi completed and surpassed all 24 socio-economic targets in 2025, with GRDP growing by 8.2%, total local revenue reaching VND668 billion by December 25, equivalent to 130% of the estimate and up 37.8% year on year.

These results confirmed Hanoi’s stable macroeconomic fundamentals, effective inflation control and laid a foundation for double-digit growth in the coming years.

Pioneering digital transformation, science, technology and innovation

Hanoi led the nation in the Digital Transformation Index (DTI) and ranked first in the Innovation Index (PII) for the third consecutive year. The city established over 5,000 Community Digital Technology Teams, bringing digital services close to citizens.

The “Digital Citizen - iHaNoi” application was recognized as Vietnam's most successful digital citizen platform. On December 25, Hanoi launched the City Innovation Network, underscoring its commitment to leading in science, technology and the digital economy.

Launching strategic infrastructure projects, expanding development space

Digital transformation is among sectors receiving the city's significant investment.  

The year 2025 marked a turning point in Hanoi’s infrastructure development with strategic projects launched alongside legal reforms and the city’s 100-year master plan.

After the National Assembly approved Resolution 258/2025/QH15, the city accelerated major projects such as Tu Lien Bridge, Tran Hung Dao Bridge, Van Cao-Hoa Lac Railway Line 5, Red River Landscape Boulevard and To Lich River renovation, aiming to create the “Red River Miracle.”

Leading in education, sports and social welfare

Education is one of key pillars in Hanoi's development strategies for the future. 

Hanoi maintained its leadership in education with a high school graduation rate of 99.91%. The city joined UNESCO’s Global Learning Cities Network.

Hanoi’s Human Development Index (HDI) remained the highest in the country, achieving objectives to eliminate temporary housing, dilapidated houses and multi-dimensional poverty.

In addition, Hanoi continued as a regional and international sports hub.

Tourism breakthrough and leadership in creative industries

Hanoi welcomed 33.7 million visitors in 2025, including 7.82 million international arrivals. A portfolio of 80 key tourism products and large-scale cultural events reinforced Hanoi as a creative hub and a driving force for Vietnam's cultural industries.

Ensuring security, expanding diplomacy and elevating Hanoi’s position

Hanoi ensured absolute security for nearly 3,000 major political and diplomatic events throughout the year. International engagement intensified through high-level visits, major agreements and the landmark Hanoi Convention signing ceremony.

These achievements reaffirm Hanoi’s status as a globally connected capital and a center of peace, friendship and international cooperation in the new era.
