Hanoi reroutes traffic for 14th National Party Congress

The measures will be in effect during the Congress period from January 19 to January 25, 2026.

THE HANOI TIMES — The Hanoi Department of Public Security has issued an official notice on traffic diversions and designated routes to maintain order and road safety in the service of the upcoming 14th National Congress of the Communist Party of Vietnam.

Residents are advised to pay close attention to peak hours and temporary restrictions affecting trucks and passenger vehicles with 16 seats or more on several key roads.

The 14th National Party Congress will take place at the National Convention Center, No. 2 Thang Long Boulevard, Tu Liem Ward, Hanoi, from January 19 to January 25, 2026.

To ensure traffic safety and public order, Hanoi Police announced specific traffic restrictions and route arrangements as follows.

During the periods from 5:30 AM to 11:30 AM on January 14, 2026 and from 6 AM to 8:30 AM, 10:30 AM to 12 PM, 1 PM to 2 PM and 4 PM to 7 PM each day from January 19 to January 25, 2026, all standard and specialized trucks and passenger vehicles with 16 seats or more will be temporarily banned from operating on designated routes.

Exemptions apply to vehicles serving the Congress, vehicles with security permits, buses, sanitation vehicles and emergency response vehicles.

During the restriction periods, the traffic police will guide vehicles subject to bans and limitations along alternative routes.

Vehicles traveling from eastern provinces such as Haiphong and Hung Yen to western provinces such as Phu Tho and Thai Nguyen are advised to use the Hanoi-Haiphong Expressway and National Highway 5, then turn toward Thanh Tri Bridge or Phu Dong Bridge to connect with the New National Highway 3 and continue west and vice versa.

Vehicles from southern provinces including Ninh Binh and Thanh Hoa heading east, west or north should use the Phap Van–Cau Gie Expressway to the Do Muoi interchange, then follow Ring Road 3 elevated section toward Thanh Tri Bridge and the Hanoi-Haiphong Expressway, or Phu Dong Bridge toward the New National Highway 3, or continue straight toward the Hanoi-Bac Giang Expressway depending on destination and vice versa.

Vehicles from southern provinces such as Nghe An and Thanh Hoa traveling to the northwest, including Son La and Lai Chau, are advised to follow the Ho Chi Minh Road and National Highway 21A and vice versa.

For traffic from Phu Tho Province entering the city center via National Highway 32, the Hanoi-Hoa Binh Expressway or the Cultural Village route, drivers should primarily use the Cau Dien-Ho Tung Mau corridor or National Highway 21 connecting to National Highway 6, Quang Trung, Tran Phu and Nguyen Trai to reach central Hanoi and vice versa while limiting use of Thang Long Boulevard.

Other routes and vehicle operations must comply with Decision No. 01/2026/QD-UBND issued by the Hanoi People’s Committee on January 4, 2026, and other relevant regulations from competent authorities.

To ensure security and safety for Congress delegates, all road users are required to strictly comply with road traffic safety laws. When encountering priority vehicles using emergency signals, drivers must promptly move to the nearest side road or intersection and follow instructions from traffic officers to give way.

The municipal Department of Public Security also requested the Hanoi Department of Construction to adjust bus routes and fixed-route passenger transport services and reduce service frequency on roads used by delegates and around the congress venue in line with the notice.

The city police urged all road users to cooperate, proactively plan travel routes and schedules and support traffic forces in carrying out their duties.

The affected roads include Pham Hung Street, Thang Long Boulevard on the lane adjacent to the National Convention Center from Pham Hung to the service road connecting Le Quang Dao, Tran Huu Duc, Le Duc Tho, Le Quang Dao, Do Duc Duc, Mieu Dam, Tran Duy Hung, Khuat Duy Tien from Le Van Luong to Pham Hung, Nguyen Chi Thanh, Lieu Giai from Nguyen Chi Thanh to Phan Ke Binh, Dao Tan, Kim Ma, Van Phuc, Nguyen Thai Hoc, Tran Phu, Hung Vuong, Chu Van An, Hoang Dieu, Doc Lap, Le Hong Phong, Hoang Van Thu, Nguyen Tri Phuong, Dien Bien Phu, Le Duan from Dien Bien Phu to Nguyen Du, Hang Long, Tran Binh Trong, Tran Hung Dao from Quang Trung to Quan Su, Quan Su and Trang Thi.

Restrictions will also apply to the same vehicle categories on Hoang Hoa Tham, Thanh Nien, Thuy Khue, Nghi Tam, Au Co, An Duong Vuong, Yen Phu, Tran Nhat Duat, Hai Ba Trung, Lang, Lang Ha, Le Van Luong, Khuat Duy Tien, Me Tri and Thang Long Boulevard.

On the elevated Ring Road 3 section from Thang Long Bridge to the intersection with National Highway 5A, vehicles with a permitted gross weight of 10,000 kilograms or more will be banned from circulation from 6 AM to 9 PM each day from January 19 to January 25, 2026. Exemptions apply to congress service vehicles, security vehicles, task force vehicles and emergency priority vehicles.
