Hanoi: Reviewing result of National Strategy on Biodiversity to 2020, vision to 2030

Hanoi People’s Committee has recently issued Official Letter 1829/UBND-DT on implementing National Strategy on Biodiversity to 2020, vision to 2030.

Hanoi People’s Committee received Document 1626/BTNMT-TCMT of Ministry of Natural Resources and Environment on urging and guiding implementation of National Strategy on Biodiversity to 2020, vision to 2030 according to Decision 1250/QD-TTg dated July 31, 2013 of the Prime Minister. Accordingly, standing advisor of the Steering Committee prepares a report to sum up implementation of the Strategy after three years of implementing the Strategy; special attention should be paid to following issues:

Consolidate state management institution and system of biodiversity from the central level to the grassroots level comprehensively, effectively and systematically; increase and enhance the coordination process among ministries, sectors and agencies in exchanging, sharing and handling information about subjects, as well as legal assistance for investigation of biodiversity crimes, in particular cooperation among the Police of Environment, Customs, Forest Management, Coast Guard, Border Guard, Aviation Security, CITES Management Authority of Vietnam and Interpol to fight trading, transport and use of wildlifes and wildlife products;

Review and amend the laws, including Law on Fisheries, Law on Forest Protection and Development, Law on Biodiversity, Ordinance on Plant Varieties and Livestock Breeds, and system of legal documents under the Laws comprehensively, especially issues on ecosystem management, wildlife management and protection, gene sources management and access, and benefit sharing;

Increase measures to implement Law on Biodiversity effectively by strictly following regulations on nature and biodiversity preservation when making development planning; review and give approval for investment in projects which have effect on biodiversity, especially integrate biodiversity preservation in strategic environmental assessment and environmental impact assessment tools;

Improve capacity of law enforcement agencies in the field of biodiversity; increase training for biodiversity protection officials from central level  to grassroots levels;

Set up and apply the system of report, information exchange and database of biodiversity at all levels (national level, provincial level and protected area level); bringing information about biodiversity in national statistics system;

Allocate stable and regular funding for state management of biodiversity at central level and local level; develop long-term policies on investment and finance for preservation and development of biodiversity in Vietnam to 2020 or 2025; diversify financial resources; enhance research, and apply new financial mechanisms to support biodiversity preservation.

According to guideline of Ministry of Natural Resources and Environment and Planning on Biodiversity Preservation of Hanoi to 2030 according to Decision 4294/QD-UBND dated September 24, 204 of Hanoi People’s Committee, Hanoi People’s Committee assigns Department of Natural Resources and Environment in cooperation with Department of Agriculture and Rural Development, Department of Finance and relevant units to further review outcome after implementing programs, measures and tasks on realizing National Strategy on Biodiversity to 2020, vision to 2030 according to Decision 1250/QD-TTg dated July 31, 2013 of the Prime Minister, then give proposal and report to Hanoi People’s Committee, Ministry of Natural Resources and Environment for further consideration and implementation.
