Hanoi Ring Road No.4 project progresses on schedule: City Party chief
Hanoi's party chief said that adherence to the project schedule should be a matter of honor and responsibility for local authorities.

Secretary of the Hanoi Party Committee Dinh Tien Dung made the remark during the city’s meeting on the preparation process for the Ring Road No.4 project on March 14.
At the meeting, Dung stressed the importance of the No.4 Bypass as a key national project and the need for the entire political system to participate in a synchronized and coordinated manner, with great responsibility and avoiding the risk of material loss, waste, or corruption.
In case of mistakes, responsible officials must take immediate measures to correct them, Dung said.
Regarding the resettlement plan, the Secretary expects the compensation and support policies to be implemented in an objective, transparent, and fair manner that respects the legitimate rights and interests of the people.
District leaders are expected to work closely with grassroots communities during the land requisition process and conduct regular inspections to ensure compliance with the law in determining the origin and area of residential land, Dung added.
In addition, the Hanoi Party chief praised localities for their effective and innovative approaches to site clearance, such as the use of drone footage in Dan Phuong District to record the current status of cleared land for future management and to prevent encroachment.
He recommended that other districts learn from these good practices and adapt them to manage their sites.
Dung stressed the importance of following regulations and giving priority to contractors with proven capabilities and qualifications in selecting contractors for the component projects.
The Secretary of the City Party Committee emphasized the critical importance of securing material supplies for the project's construction activities, noting that this task must be expedited with full commitment.
Dung called on every member of the Steering Committee, as well as leaders at all levels and branches, to approach the project in Hanoi with unwavering determination and a strong sense of responsibility.
"The common good must come first, and keeping the project on the schedule should be considered honorable and accountable," Dung said.
Site clearance is 40% complete
According to Nguyen Chi Cuong, Director of the Hanoi Traffic Construction Investment Project Management Board, a total of 5,448 out of 10,912 graves (equivalent to 49.93%) have been relocated. In addition, the city has approved and requisitioned 314.32 out of 796,766 hectares of land (equivalent to 39.45%) at a total cost of VND2.71 trillion (US$115 million).
In the coming period, the steering committee will prioritize land clearance work to ensure that 70% of the project is completed by June 2023, Cuong said.
He expected the city to work closely with the Ministry of Natural Resources and Environment to quickly review and approve the environmental impact assessment reports for component projects 1.1, 2.1 and 3, aiming to complete the process before March 20, 2023.
The Ring Road No.4 project, spanning 112.8 kilometers and covering an area of 1,341 hectares, will traverse through Hanoi, Hung Yen, and Bac Ninh. It will connect the Noi Bai - Lao Cai highway and the Noi Bai - Ha Long highway. The project has been divided into seven parts, including compensation for households that will be relocated, construction of urban roads funded by public funds, and building an expressway through a PPP mechanism, with a total cost of VND86 trillion (equivalent to US$3.64 billion). Once completed, Ring Road No.4 will enhance connectivity between Hanoi and other northern provinces, fostering socio-economic development in the region.
