Hanoi targets 100% household fire safety

As new regulations take effect and infrastructure upgrades are underway, the city aims to boost fire safety compliance citywide.

THE HANOI TIMES — Hanoi has set a target of fully equipping all households with fire prevention tools as the city's efforts to improve fire safety, particularly in light of the new fire prevention law and related regulations that took effect on July 1, 2025.

The goal was released at the intensive training conference on the Law on Fire Prevention, Fighting, and Rescue, held on July 14.

The conference gathered representatives from the Ministry of Public Security, various sectors, commune-level authorities, and fire safety and construction experts.

Following internal training sessions for the city’s police force, the conference aimed to expand implementation efforts across all levels of government.

In his opening remarks, Brigadier General Nguyen Hong Ky, Deputy Director of the Hanoi Police Department, emphasized that the new regulations define the responsibilities of organizations and individuals and directly impact state management throughout the city.

The conference provided guidance on fire safety design appraisal and the delegation of authority across administrative levels, addressed the state management of fire prevention in construction, and explained the responsibilities of city departments and commune-level People’s Committees.

The Hanoi Police Department urged agencies to focus immediately on communication and raising public awareness.

They also urged residents not to live or do business in boarding houses or multi-unit buildings that lack proper fire safety measures. These locations are highly prone to fires and are often difficult to access during emergencies.

Colonel Pham Trung Hieu, Head of the Fire Prevention and Rescue Police Department, noted that the delivered content was clear, practical, and helpful in defining specific goals for the upcoming implementation phase.

In addition to management and communication efforts, the city is investing in fire safety infrastructure. Recently, the Hanoi People’s Committee issued Decision No. 3741/QD-UBND approving investment in a fire protection system for the Cat Linh - Ha Dong section of Urban Railway Line 2A.

The city will spend over VND30 billion (US$1.2 million) to undertake the project between 2025 and 2026.

Crews will install automatic fire suppression and smoke extraction systems at all 12 elevated stations and the depot. Each station will have two independent smoke extraction systems.

The Hanoi Urban Railway Company Limited is leading the project and coordinating with the Department of Construction, the City Police, and other relevant agencies to ensure timely implementation, cost efficiency, and legal compliance.
