Hanoi targets top five in FTA Index

FTA Index reflects how effectively localities carry out Vietnam’s free trade commitments.

THE HANOI TIMES — Hanoi aims to improve its FTA (Free Trade Agreement) Index and target a position in the top five among 34 provinces and cities in 2025.

In 2024, the Ministry of Industry and Trade reported that Hanoi scored 25.54 out of 40 points, ranking 30th out of 63 provinces and cities before the administrative units were merged into 34.

The FTA Index measures four areas, including FTA information dissemination, law and policy development, support for competitiveness and sustainable development.

The scores are based on surveys of import-export enterprises in agriculture, manufacturing, trade, and services.

The index reflects how well localities implement Vietnam’s free trade commitments.

These include new-generation deals such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), the EU-Vietnam Free Trade Agreement (EVFTA), and the Regional Comprehensive Economic Partnership (RCEP).

To raise its FTA Index score, Hanoi has released a plan to resolve administrative obstacles and improve administrative reforms.
