Hanoi to accelerate progress of key projects
The People’s Committee of Hanoi granted Official Letter No. 2025/UBND-KT on requesting People’s Committees of districts, towns, departments, agencies and sectors to urgently implement results of checking the allocation plan in 2018 in districts and towns in the area.
Under the Official Letter, districts, towns will focus on drastically carrying out solutions for the socio - economic development plan in accordance with Resolutions of the Municipal People’s Council and People’s Councils of districts, suburban districts and towns so as to fulfill and exceed assigned targets.
Suburban districts which were assigned meeting targets of new style rural area building are tasked to review, adjust approved schemes on building new style rural areas and make suitable roadmaps to mobilize social resources; select form, scale, structure and construction of items, works to ensure optimum technology, saving and effectiveness; enhance supervision to bring into full play people’s role so as to ensure the quality of works and efficiency of investments.
Districts, suburban districts and towns are assigned to review revenue resources, such as land use fees, charges of organizations, enterprises, business households; strengthen the management of lands and increase the budget collection; review and handle shortcomings related to lands as stipulated by law; step up auctions of small land lots; urgently perfect infrastructure and carry out the auction mechanism of projects so as to create budget collections and increase the capital for development.
Furthermore, districts are tasked to reduce the spending and stop unnecessary expenses; review and adjust the plans to ensure compliance with plans on budget revenue and socio-economic development. Meanwhile, suburban districts are responsible for allocating economic expenses in association with programs, plans on building new style rural areas, cutting down a number of unnecessary contents, missions to supplement resources for building new style rural areas.
People’s Committees of districts will proactively cooperate with the Department of Natural Resources and Environment to step up the implementation of land auction projects according to the approved plan; review land fund and deal with shortcomings of lands to increase the revenue from lands and raise the capital for projects which are expected to finish in 2018; urgently review and make the list of unfinished projects and set up information system of project settlement; proactively deal with difficulties and obstacles under the authority in the project settlement work as decentralized; monitor and drastically handle problems relating to others departments, sectors; give a report on problems beyond authority to the Municipal People’s Committee for consideration and settlement.
