Hanoi to build national innovation hub with science ministry support
By formalizing new partnerships with leading national science institutions, Hanoi is strengthening its research, innovation and digital transformation ecosystem, reinforcing its ambition to emerge as a future-oriented hub for science and technology.
THE HANOI TIMES — The Ministry of Science and Technology will support Hanoi in developing the Hanoi Innovation Center, positioning it as a national flagship innovation hub and a model that other localities can replicate nationwide.

The establishment and operation of the Hanoi Innovation Center form part of a Memorandum of Understanding (MoU) signed earlier this week between the Hanoi People’s Committee and the ministry to strengthen the capital’s science, technology and innovation ecosystem.
Under the MoU, the center will serve as a strategic focal point to connect, mobilize and coordinate resources for developing Hanoi’s innovation system and startup ecosystem.
The center will play a central role in strengthening Hanoi’s science, technology and innovation capacity, enhancing business competitiveness and supporting growth model innovation, thereby advancing the city’s broader socio-economic development goals.
Hanoi and the Ministry of Science and Technology will also cooperate to design, refine and implement innovation-related mechanisms and policies tailored to the capital’s specific characteristics.
The partnership covers the organization of training courses, capacity-building programs and innovation-focused events at the city, national and international levels.
These activities aim to improve human resource quality, foster an innovation-driven mindset and attract domestic and international resources for science, technology, innovation and digital transformation.

Another MoU signed with the Vietnam Academy of Science and Technology (VAST) will strengthen Hanoi’s capacity in scientific research and technology transfer, while accelerating the application of research outcomes to support the city’s socio-economic development.
Hanoi authorities and VAST will prioritize high technology, digital technologies, artificial intelligence, big data, environmental protection, energy and sustainable development, areas that closely match the capital’s development needs and competitive advantages.
According to Truong Viet Dung, Vice Chairman of the Hanoi People’s Committee, the two agreements aim to speed up science and technology development, promote innovation and advance digital transformation across the capital.
The MoUs establish a long-term, practical cooperation framework between Hanoi and key national institutions responsible for science and technology management, alongside the country’s leading research academy.
Through these partnerships, Hanoi seeks to strengthen the three-party linkage among the State, research institutes and local authorities, while nurturing a dynamic startup and innovation ecosystem.
The collaboration is expected to boost research capacity, technology transfer and the practical use of scientific and technological achievements, directly supporting Hanoi’s goal of fast and sustainable development in the new phase.
The MoUs reaffirm Hanoi’s commitment to science, technology, innovation and digital transformation as core drivers of growth.
They also mark a concrete step toward the city’s ambition to become a leading innovation hub with strong regional competitiveness and a pioneering role in advancing science, technology and digital transformation nationwide.
