Hanoi to invite foreign consultants to make planning

Hanoi is committed to further enhancing urban planning and management quality, ensuring effective utilization of natural resources and environmental protection.

Hanoi's authorities are expected to open a tender to select foreign consultants on planning to improve feasibility and access to modern technologies.

The opinion was revealed in a response by the Hanoi People's Committee to local voters' recommendations on the city's planning progress, as well as concerns about possible planning adjustments that could result in a reduction of green spaces and public facilities.

According to the municipal People's Committee, the general construction planning in Hanoi until 2030, with a vision until 2050, was approved by the Prime Minister in Decision No.1259 of July 26, 2011.

The planning sets the goal that Hanoi develops sustainably with modern and coherent socio-technical infrastructures, maintaining a harmonious development between culture, heritage preservation, and economic development.

During this process, Hanoi will focus on promoting the knowledge economy, protecting the environment, and ensuring national defense by strengthening inter-provincial and international ties.

The long-term goal would be for Hanoi to become a green, civilized, cultured, and modern city, dynamic and with a high level of competitiveness regionally and internationally; a high-quality living and working environment and a favorable investment destination, said the decision.

To materialize these objectives, the authorities said that they have been working on various planning at different levels, from general planning to zoning and detailed planning.

Hanoi also takes great care of the quality of the planning process, especially in setting the vision and anticipating future changes, the requirements for sustainable development between downtown renovation and construction of new residential areas, the need to establish green corridors, and the development of rural areas.

In this context, the city continues to promote the role of the Hanoi Planning-Architecture Council, the Construction Planning Appraisal Council, experts, associations, and particularly the public in supervising the planning process.

Any adjustment to the planning would be closely monitored to ensure its compliance with the Law on Urban Planning and the Law on Construction, according to the authorities.

In addition, Hanoi would improve efficiency in the planning process by combining different management tools and working mechanisms at different levels to meet the expectations and demands of organizations and individuals in construction investment and contribute to the city's socio-economic development.

Following the instruction of Prime Minister Pham Minh Chinh on the revision of Hanoi’s overall construction planning until 2030, with a vision to 2050, the Hanoi People’s Committee has issued an action plan to carry out the works with the Hanoi Urban Planning Institute serving as a focal point.

Hanoi is committed to further enhancing quality in urban planning and management, ensuring effective utilization of natural resources and environmental protection, stated Hanoi’s authorities.

In this process, they added opinions from different Government agencies, and the public's participation would be essential.

The planning for Hanoi in the 2021-2030 period, with a vision to 2050, would include the analysis and forecast based on the characteristics of Hanoi, the assessment of the current progress of socio-economic development, the use of land resources, a system of urban and rural structure, and the factors required for Hanoi to strengthen linkages with provinces/cities in the capital area.
