Hanoi to lead national digital transformation efforts

Hanoi's implementation of Project 06 is an inspiration for other cities and provinces.

Hanoi will build on its achievements and take the national lead in digital transformation, Deputy Minister of Public Security Nguyen Van Long said at a meeting on the implementation of Project 06 [the Project to Apply Population, Identification and Electronic Authentication Data for National Digital Transformation in 2022-2025, with a Vision to 2030] in the city on November 22.

At the meeting, Long, who is also the deputy head of the government's Project 06 task force, urged Hanoi to continue rolling out Project 06 goals and national digital transformation initiatives. He outlined a roadmap to complete data integration by December 31, 2025, aiming to streamline the issuance of civil status documents and criminal records.

He also urged city officials to ensure that municipal agencies develop a well-informed, unified, and accountable team to execute digital transformation, with a focus on oversight and accountability.

The Task Force will work with relevant ministries to address challenges in the delivery of the project, the deputy minister said.

Tran Sy Thanh, Chairman of the Hanoi People's Committee, said that all city agencies will complete their tasks related to Project 06 by 2024. He urged members of the city's steering committee to quantify the benefits that citizens will receive, stressing that this is the ultimate goal of digital transformation and Project 06. He emphasized the need for equal access to services in different areas.

The Mayor reiterated the city's commitment to closely monitor progress, build on achievements, and resolve any remaining issues, positioning Hanoi as a model locality for the implementation of Project 06 nationwide.

Breakthroughs in Project 06 deployment

Speaking at the conference, Nguyen Van Long praised Hanoi for its achievements in the 19 key tasks set for 2024. These results highlight Hanoi's commitment to facilitating services for its citizens.

He said that Hanoi's implementation of Project 06 has inspired other cities and provinces to adopt the project. He said that these achievements will help the government and the Task Force to evaluate past results and plan effective future actions.

Long said that the successful rollout of Project 06 in Hanoi contributes to the development of an administrative system oriented towards digital governance, a digital economy, and a digital society. It also encourages residents to interact with the government online.

Nguyen Hong Ky, Deputy Director of Hanoi Police, reported that 46 out of 64 tasks for Project 06 have been completed to date, with the remaining 18 tasks being regular, ongoing activities. Notably, the city has completed all 19 key tasks set by the government for 2024.

The Hanoi People's Committee report highlighted the development of applications under Project 06. Since its official launch, more than one million users have opened accounts on iHaNoi  - the digital citizenship application. The platform has received more than 17,000 feedback and requests from citizens and businesses, with 84.3% responded to and 55% of users expressing satisfaction.

An important innovation is the electronic identification and verification through VNeID on the iHaNoi app. From November 11, 2024, residents will be able to log into the app using their VNeID accounts, which is expected to bring additional convenience to the capital's citizens.

Hanoi is the first locality in the country to pilot the electronic health record system on the VNeID app, sharing health records with the national population database to verify and streamline citizen data. To date, the system has verified more than 6.3 million residents citywide.

As of November 15, 2024, the Department of Justice has received over 100,000 applications for criminal history records through the VNeID app.

Hanoi has also completed the pilot project and established a centralized public administration service center, as ordered by the Prime Minister. This center will operate on the basis of the city's information system for administrative procedures, connected to the national public service portal and various national databases.

During the conference, the Hanoi Public Administration Service Center held a signing ceremony to formalize cooperation with the Police Department for Social Order Management under the Ministry of Public Security for various tasks under Project 06.

This partnership represents not only a significant commitment to interagency cooperation, but also a major step forward in the modernization of the administrative system.
