Hanoi to start construction of Ring Road No. 4 highway in May

The 113-km road project to connect the Noi Bai – Ha Long Expressway once it comes operational in April 2026 costs a total investment of approximately US$3.4 billion.

THE HANOI TIMES — The Hanoi People's Committee has set May 19 for the construction of the highway section that will run through the city as part of the Ring Road No. 4 project.

The municipal authorities ordered relevant agencies to speed up site clearance in line with the prime minister's recent request on accelerating key national transportation projects.

Accordingly, district authorities in Ha Dong, Soc Son, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai, and Thuong Tin need to intensify efforts to secure public support for land clearance. At the same time, they need to work with relevant departments to push up compensation and resettlement plans.

The Department of Finance has been tasked with reallocating the 2024 budget for the project to prevent funding shortfalls from delaying progress. It is also requested to coordinate with the authorities of the neighboring Hung Yen Province to amend the provincial budget for land clearance under the second component of the project, to ensure that funding is available as planned.

The city’s transport project management board must complete all necessary procedures in advance so that construction can begin as soon as an investor is selected. This preparatory work is crucial to keep the highway's groundbreaking date on schedule for May 19, 2025.

In addition to the Ring Road 4 project, Hanoi is moving forward with several major rail initiatives, including the North-South High-Speed Railway, the Lao Cai-Hanoi-Haiphong line, and the Metro Line 2.1 connecting Nam Thang Long and Tran Hung Dao.

For inter-provincial railway development, the authorities in Me Linh, Dong Anh, Gia Lam, Thanh Tri, Thuong Tin, and Phu Xuyen need to work closely with the the national railway management board. The focus will be on land clearance and resettlement plans.

For Metro Line 2.1, the Finance Department will work with the Metropolitan Railway Board to propose a pre-funding mechanism while procedures for official development assistance loans are finalized.

Meanwhile, the Department of Agriculture and Environment, together with the Metropolitan Railway Board and Bac Tu Liem District authorities, has been tasked to work with the Ministry of National Defense to facilitate the relocation of the 10th Battalion under the Artillery Command to ensure the project proceeds without disruption.

The Ring Road 4 - Capital Region has a total length of 113 km, including 57 km in Hanoi, 20 km in Hung Yen, and 21 km in Bac Ninh.

The route starts in Thanh Xuan Commune, Soc Son District, Hanoi and ends at Que Vo District, Bac Ninh Province on the Noi Bai - Ha Long Expressway.
