Nguyen Duc Trung elected Hanoi Mayor for 2021–2026

The newly-elected chairman pledges innovation, accountability and public-centered governance to drive Hanoi’s transformation into a modern and global capital.

THE HANOI TIMES — Nguyen Duc Trung was elected Chairman of the Hanoi People’s Committee for the 2021-2026 term, pledging action and innovation to steer the capital toward a modern and globally connected future.

The appointment followed a vote at the 27th special session of the Hanoi People’s Council on November 13, replacing Tran Sy Thanh, who moved to serve as Chairman of the Party Central Committee’s Inspection Commission.

In his speech, Trung expressed deep gratitude to the Party, the Politburo and members of the People’s Council, vowing to devote his efforts to serving the people and advancing Hanoi’s development.

“The confidence of the People’s Council is both an order and a responsibility for immediate action as of today. I will dedicate myself to serving the city, working with the People’s Committee to act decisively, think boldly and take responsibility for the people and the capital’s growth,” said Trung, who is also Deputy Secretary of the Hanoi Party Committee.

He reaffirmed Hanoi’s strategic vision under the 18th Municipal Party Congress (2025–2030), which aims to build a “civilized, cultured and modern capital” by 2030 and a globally connected city with high living standards and sustainable growth by 2045.

Members of the 16th Hanoi People’s Council voted to elect the Chairman of the Hanoi People’s Committee for the 2021–2026 term.

The new Chairman outlined five development priorities for the coming years:

Implement the 18th Party Congress Resolution and Politburo’s directives, streamline two-tier local governance, enhance decentralization and improve administrative efficiency through digital transformation.

Drive institutional breakthroughs to sustain annual growth above 11%, powered by innovation, science, technology and a dynamic digital economy. Transform Hanoi into a national innovation hub with a fully digital government, economy and society, while strengthening education and workforce quality to keep the city at the forefront of national development.

Accelerate major city planning projects, addressing four key bottlenecks including traffic congestion, urban discipline, environmental pollution and flooding. Hanoi will prioritize modern, smart and green infrastructure, including underground spaces, public transport, housing and healthcare.

Develop a knowledge-based economy linked with Hanoi’s cultural identity and human capital, promoting green and circular growth while safeguarding the city’s heritage.

Build a modern, transparent and efficient administration, placing citizens at the center of policymaking and fostering integrity, professionalism and accountability across the public sector.

As the head of the Hanoi People’s Committee, Trung said he will study issues thoroughly, discuss them carefully and provide decisive direction with a spirit of dedication, innovation and responsibility.

“We must dare to think, to act, and to take accountability - all for the benefit of the people and the development of the capital,” said Trung, noting that the city’s leadership will act with unity and solidarity, matching words with actions, building on achievements, overcoming challenges and aiming for a GRDP growth rate of over 8% in 2025.

Trung stressed that Hanoi’s future progress depends on the unity of the entire political system and its citizens.

He called for continued support from the Party Central Committee, the Hanoi Party Committee, the People’s Council and the Fatherland Front, as well as cooperation from businesses, public servants and residents to realize the city’s development aspirations.

Trung also extended his appreciation to former leaders, particularly former Chairman Tran Sy Thanh, for their contributions to Hanoi’s growth, which laid the groundwork for the city’s next development phase.

“The success of the People’s Committee will not only be measured by economic growth, but by the trust, satisfaction and happiness of our citizens,” Trung affirmed.

The newly elected Chairman concluded with a pledge to build a prosperous, innovative and happy capital, where heritage and modernity go hand in hand.
