Party Chief urges Hanoi civil servants to earn public's trust

Vietnam is entering a new era of development that requires fundamental reforms in organization, leadership, and management methods at all levels.

THE HANOI TIMES — Officials and civil servants at the commune level must shift from an administrative mindset to a service-oriented approach to carry out their duties thoroughly and effectively in a way that earns the people's trust and support.

General Secretary of the Communist Party of Vietnam To Lam shared this view on July 1 during an inspection of Hanoi’s two-tier local government model, where he reviewed operations at the commune and ward levels in Phuc Thinh Commune and Tay Ho Ward.

Phuc Thinh Commune is located in the northern gateway of the capital, providing connectivity from Noi Bai International Airport to northern provinces. Its transportation infrastructure has been comprehensively developed, including the Nhat Tan–Noi Bai axis, the Vo Van Kiet route, National Highway 3, and the ongoing Ring Road 3 project.

The Party Chief described the Nhat Tan–Noi Bai route as a strategic growth corridor for the capital with planned developments for financial, commercial, service, and logistics centers. The commune is home to many large-scale projects already underway, aimed at aligning with regional planning. These developments will serve as significant resources for the commune's future growth.

Meanwhile, Tay Ho Ward, situated along a key transportation route and close to the city center, enjoys favorable connectivity to Hanoi’s economic, service, and administrative hubs. Its technical infrastructure has been upgraded comprehensively. The ward’s Party organization comprises 100 Party units.

He stressed the importance of local authorities thoroughly preparing their technical equipment and avoiding downtime to deliver the best service to the people.

Lam emphasized that Vietnam's new era of development requires fundamental reforms in organization, leadership, and management methods at all levels as a key long-term Party and State policy.

“It reflects a strong political will to build a streamlined, effective, and efficient administration that is more closely connected to and better serves the people,” he said.

Addressing officials in Phuc Thinh Commune and Tay Ho Ward, General Secretary To Lam called for a strong sense of responsibility, political courage, professional ethics, intelligence, for and each cadre and civil servant to lead in transforming governance thinking, making public service effectiveness the highest priority.

"We must shift from an administrative mindset to a service-oriented one. It's not enough to merely fulfill responsibilities; we must carry them out thoroughly and effectively to earn the people’s trust, support, and consent," he stated.

Regarding upcoming tasks, the general secretary instructed Phuc Thinh to prepare thoroughly for its first Party Congress for the 2025–2030 term. "It is essential to develop a five-year plan for the commune that will guide the strategic direction of the political report. At the same time, authorities must ensure the full implementation of the resolutions of the Party Central Committee and the Hanoi Party Committee," he said.

He directed the commune to improve livelihoods, ensure social security, and communicate Party resolutions while engaging with local governance, monitoring developments, and addressing emerging challenges promptly.

Regarding Tay Ho Ward, the general secretary emphasized the need to prepare for its first Party Congress, identify key bottlenecks, define priorities, and leverage the advantages of West Lake as a growth engine along with accelerating digital transformation, promoting digital literacy campaigns, applying artificial intelligence to enhance workflows, and building a smart, modern digital government.

“This is not only an administrative requirement but also a vivid expression of the spirit of innovative governance and practical implementation of the Party’s resolutions,” the general secretary affirmed.

Given Hanoi's thousand-year legacy of culture and heroism, the general secretary hoped that the city's party organizations and authorities would continue to reform governance models, improve the quality of local administration, and build a modern, professional government that better serves the people in a spirit of unity and wisdom.
