PM wants to finish 500kV transmission line by Independence Day

This project has a transmission capacity of around 2,400 MW and will enhance electricity supply to the northern region from 2025.

Prime Minister Pham Minh Chinh has set the goal of completing the 500 kV Circuit 3 project before September 2, with the inauguration scheduled for this year's Independence Day.

Chinh fixed the target during an online meeting on August 13 with the provinces of Ha Tinh and Nghe An regarding the 500 kV Circuit 3 project, specifically the Quang Trach to Pho Noi section.

The 500 kV Circuit 3, which consists of four component projects, spans a total length of 514 km, connecting Quang Trach in the central province of Quang Binh to Pho Noi in the northern province of Hung Yen. The total investment for this project is approximately VND23 trillion (US$1 billion). Construction of the component projects commenced at the end of last year and the beginning of this year.

According to Chinh, this project has a transmission capacity of around 2,400 MW and will enhance the electricity supply to the northern region from 2025.

He urged agencies and localities to "be determined and put in more effort during this final sprint." The objective is to complete the project before September 2 and inaugurate it on Independence Day (September 2).

In an earlier report, EVN Chairman Dang Hoang An stated that the group aims to have the entire project operational by  August 25. The 500 kV Nam Dinh 1 – Thanh Hoa component project was launched on June 30. Resources are being concentrated on the remaining three projects to meet the deadline. The Nam Dinh I – Pho Noi and Quynh Luu – Thanh Hoa projects are expected to be commissioned before August 19, while the Quang Trach – Quynh Luu project is set to be up and running before August 31.

To ensure progress, Chinh has instructed all parties to review, assign tasks in detail, and work continuously around the clock. Specifically, he has tasked the Ministry of Industry and Trade with regular inspections and supervision to promptly resolve issues and conduct acceptance tests. The Ministry of Defense has been directed to coordinate with EVN to review and mobilize machinery, equipment, and labor support for construction.

The Ministry of Agriculture and Rural Development is responsible for guiding the change in forest land use. At the same time, the Ministry of Natural Resources and Environment will provide environmental guidance to ensure restoration upon project completion. The Ministry of Internal Affairs, relevant ministries, and local authorities are tasked with proposing appropriate remuneration at all levels for those involved in the project.

The 500 kV Line-Circuit 3 Project comprises four component projects with a total length of nearly 520 km and involving 1,179 tower foundations. The overall investment is about VND23 trillion ($1 billion). This project covers 211 communes and wards across 43 districts and towns in nine provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, and Hung Yen.

This initiative is essential for linking inter-regional power grids and enhancing electricity supply to the northern region. The 500 kV Quang Trach-Pho Noi transmission line will boost capacity from 2,200 MW to roughly 5,000 MW, enabling the transfer of power from both thermal and renewable energy sources in the North Central region to the national grid. Additionally, it will help reduce the load on existing 500 kV lines and prevent overloading.
