Politburo names Nguyen Duy Ngoc as new Hanoi Party Secretary

The newly-appointed Hanoi Party Secretary vows to dedicate his full commitment and integrity to advancing the capital’s development and strengthening public trust.

THE HANOI TIMES — Party General Secretary To Lam on November 4 presented the Politburo’s decision appointing Nguyen Duy Ngoc as Secretary of the 18th Hanoi Party Committee for the 2025–2030 term.

In his inaugural address as Secretary of the Hanoi Party Committee, Ngoc pledged to devote his full commitment, intellect and responsibility to serving the Party, the people and the capital’s growth.

“Hanoi’s true strength lies not only in its scale or resources but in the trust, wisdom, creativity and unity of its people,” said Ngoc.

Expressing deep gratitude for the Politburo’s trust, Secretary Nguyen Duy Ngoc described the assignment as both an honor and a profound reminder of his duty to serve with integrity and dedication.

He thanked the Politburo, the Party Central Committee’s Secretariat and especially Party General Secretary To Lam, for their confidence and guidance throughout his career, affirming that “a Party official must always place the interests of the Party and the people above all else, ready to undertake and fulfill any mission assigned.”

Under the decision, Politburo member, Party Central Committee Secretary and Chairman of the Party Central Inspection Commission Nguyen Duy Ngoc has been relieved from his post as Secretary of the 13th Party Central Committee and assigned to join the Hanoi Party Committee’s Executive Board and Standing Board, serving as Secretary of the Hanoi Party Committee for the 2025–2030 tenure.

Ngoc recalled his early years as a Hanoi police officer, where he learned the first lessons of dedication, public service and integrity. Despite years working in central agencies, Hanoi, he said, has always remained a source of pride and spiritual strength.

“Today, as I return to Hanoi under the Party’s assignment, I come back with the heartfelt wish to dedicate myself wholly to the capital’s development,” he said.

With gratitude to the generations who guided and accompanied me, and with faith that together, we will usher in a stronger phase of growth worthy of our thousand-year-old heroic capital.”

Carrying forward the Party’s trust

Ngoc reaffirmed his deep awareness of Hanoi’s special role as the heart of the nation, a center of culture, history and progress, where the country’s aspirations converge.

He said the assignment is both a great honor and a heavy responsibility. He will thoroughly follow the instructions of Party General Secretary To Lam, including the strategic directions outlined during the four previous working sessions with the Hanoi Party Committee and the seven key tasks defined at the 18th Hanoi Party Congress.

“I vow to work with full dedication, fairness and courage, to act decisively and effectively alongside the Party Committee, authorities and people of Hanoi,” he said.

As the General Secretary has directed, Hanoi must say what it does act quickly, correctly, efficiently and to the very end.”

A united effort for a modern and cultured capital

Secretary Nguyen Duy Ngoc pledged to uphold unity and consensus within the Party Committee, taking people as the center and measure of all development. He stressed the importance of combining action with results and promoting the principle of local leadership, responsibility and accountability.

Under his direction, the Hanoi Party Committee will continue to concretize and implement the Politburo’s Resolution No. 15-NQ/TW on Hanoi’s development orientations to 2030, with a vision to 2045 and the resolutions of the 18th Hanoi Party Congress.

The city will focus on building a clean, strong and exemplary political system, reforming leadership methods, tightening discipline, fostering innovation and creativity and advancing scientific research, digital transformation and green growth.

It will also work to improve citizens’ material and spiritual lives, preserve Hanoi’s cultural heritage and ensure social order and security.

“I fully understand that Hanoi’s strength lies in the trust, intelligence, creativity and unity of its people. No success is born from an individual effort alone - only through solidarity and shared commitment can we achieve great things,” said Ngoc.

He called on all Party members, civil servants, armed forces, businesses, intellectuals, artists, workers, students and overseas Hanoians to contribute ideas, creativity and effort for the capital’s development.

“Every ward and commune should promote self-reliance and innovation; every Hanoian should uphold the pride, awareness and responsibility of a cultured, civilized and gracious citizen,” he said.

While acknowledging the challenges ahead, Ngoc expressed confidence that, under the Party’s leadership and with Hanoi’s strong traditions and resilience, the capital will continue to advance. as the heart of the nation, a symbol of faith and a source of pride for every Vietnamese.

He also expressed his appreciation to Bui Thi Minh Hoai, his predecessor, for her wholehearted dedication to Hanoi’s achievements, and hoped she would continue to contribute to the capital’s development in the years ahead.

According to the Politburo’s decision, Politburo member Bui Thi Minh Hoai, Secretary of the Hanoi Party Committee and Head of the city’s National Assembly delegation, has been relieved of her duties as Secretary of the Hanoi Party Committee and assigned to join the 13th Party Central Committee’s Secretariat.

She has also been appointed to the Party Committee, Standing Board and as Secretary of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations for the 2025–2030 tenure.
