Hanoi Party Congress opens with national leaders charting vision for 2025–2030

The congress gathered 550 delegates representing nearly 50,000 Party members to review the 17th Congress resolution, set directions for the 2025–2030 tenure, contribute to the 14th National Party Congress documents and elect the new Hanoi Party Committee.

THE HANOI TIMES — The 18th Congress of the Hanoi Party Committee for the 2025–2030 tenure opened today [October 16] with the attendance of Vietnam's top leaders.

General Secretary To Lam attended and delivered a keynote speech, affirming the determination of Hanoi’s Party organization and people to take the lead along with the nation in advancing toward an era of prosperity.

At the National Convention Center, the congress brought together 550 exemplary delegates representing nearly 50,000 Party members from 136 Party organizations under the Hanoi Party Committee.

This major political event took place after Hanoi completed the rearrangement of its commune-level administrative units and the consolidation of the two-tier government model.

Under the motto “Solidarity – Democracy – Discipline – Breakthrough – Development,” the congress focuses on four key tasks: reviewing the implementation of the 17th Congress resolution; defining directions, objectives and solutions for the 2025–2030 period; contributing opinions to draft documents for the 14th National Party Congress; and electing the 18th Hanoi Party Committee and the delegation to the upcoming national congress.

The 18th Congress of the Hanoi Party Committee, taking place from October 15 to 17, is expected to mark a decisive milestone in accelerating the city’s development toward a modern, sustainable and  civilized metropolis .

To serve the congress, on October 14, the Hanoi Party Committee inaugurated the Press Center for the 18th Congress to provide official information about the congress, organize press conferences and issue press releases after each session. 

Attending the congress were former General Secretary Nong Duc Manh; General Secretary To Lam; State President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; Permanent member of the Party Central Committee’s Secretariat Tran Cam Tu; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security; along with several other Politburo members and former senior Party and State leaders.

Representing Hanoi were Secretary of the municipal Party Committee Bui Thi Minh Hoai; Chairman of the municipal People’s Committee Tran Sy Thanh; Chairman of the municipal People’s Council Nguyen Ngoc Tuan and Permanent Deputy Secretary of the Party Committee Nguyen Van Phong, together with leaders of departments, agencies and representatives of all social strata in the capital.
