Provincial authorities empowered to settle land-related procedures

Provincial authorities will handle procedures for land allocation, leasing, and land use changes.

THE HANOI TIMES — Fifteen administrative procedures related to land management will be handled by provincial authorities, and four others will be handled by commune governments, according to the Ministry of Agriculture and the Environment.

Provincial administrations will be authorized to handle issues related to land use right certificates, including reissuing lost certificates, revoking improperly issued certificates, and issuing certificates for land not used for its intended purpose before 2014.

They will handle procedures for land allocation, leasing, and land use changes, particularly for large-scale projects, correct decisions involving land boundaries and areas, as well as authorize sea reclamation projects. 

Tasks such as land parcel separation or consolidation, first-time registration, dispute resolution, and data provision will also be centralized at the provincial level to ensure consistent and precise management.

Commune administrations will grant first-time land use right certificates to organizations, households, individuals, communities, and overseas Vietnamese while revising the residential land areas certified before July 1, 2004, correcting certificates errors, revoking and replacing improperly granted certificates.

In addition, five specific procedures relevant to allocating or leasing land and converting land use will now be handled at the commune level.

The timeline for issuing decisions on key procedures will be shortened. For example, first-time land registration will take no more than 17 working days, and first-time land use right certificate issuance will take no more than three working days.
