Quang Trung Campaign speeds up housing rebuild for flood-hit families

Named after national hero Emperor Quang Trung, the campaign reflects Vietnam’s disaster recovery approach that combines swift action, nationwide solidarity and social responsibility to ensure no affected household is left behind.

THE HANOI TIMES — The Quang Trung Campaign to rebuild and repair homes for flood-hit households in central Vietnam is on track to be completed ahead of schedule, with a new target set for January 15, 2026, around two weeks earlier than originally planned.

Prime Minister Pham Minh Chinh highlighted the accelerated timeline while chairing a review meeting on December 30 of the campaign, held in hybrid format and linked with central provinces and Central Highlands localities of Quang Tri, Hue, Danang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa and Lam Dong.

After just over one month of implementation, the campaign has basically completed its first phase, with 34,759 damaged houses repaired, meeting 100% of the target.

Construction has also started on all 1,597 houses slated for rebuilding, achieving full coverage, with 671 houses already completed, or 42%. The remaining houses are scheduled for completion in January 2026.

Based on current progress, ministries, sectors and local authorities have committed to finishing the entire campaign before January 25, 2026, ensuring that all affected households have stable housing in time to celebrate the Lunar New Year (Tet) holiday, which will fall in mid-February.

“A campaign without gunfire but one that must win”

At the meeting, Prime Minister Chinh described the Quang Trung Campaign as “a campaign without gunfire but one that must win and win decisively.”

He praised the proactive and swift engagement of all stakeholders, including the Ministry of National Defense, the Ministry of Public Security, the Vietnam Fatherland Front, socio-political organizations and enterprises across the eight central and Central Highlands localities.

According to the prime minister, the early completion of the first phase reflects the campaign's strong humanitarian significance and demonstrates the shared responsibility, solidarity and care of the entire political system for communities affected by natural disasters.

He said the campaign faces no major bottlenecks and urged localities, especially Gia Lai and Dak Lak, to mobilize the entire political system, with police, armed forces, militias and youth unions playing a core role to meet the January 15, 2026 deadline.

The original targets were to finish all repairs by December 31, 2025 and complete all new houses by January 31, 2026.

Livelihood support with transparency

Apart from housing construction, the prime minister instructed local authorities to continue supporting households facing ongoing hardships, particularly shortages of essential daily necessities.

Localities were asked to assist residents in purchasing crop and livestock breeds and agricultural inputs, helping restore farming, animal husbandry and aquaculture and stabilize livelihoods.

They are also directed to ensure environmental sanitation and restore schools and health stations in affected areas.

"Assistance should be provided mainly in financial form and must ensure transparency and accountability, with no tolerance for waste or misconduct. Issues beyond local authority capacity should be promptly reported to the Government and the prime minister for resolution," he said.

Chinh also called on media agencies to continue promoting effective practices among residents and inspiring the society as a whole as Vietnam moves to implement major national goals in the next phase of development.

The Quang Trung Campaign is a nationwide emergency program launched by the prime minister in late 2025 to rapidly rebuild and repair houses damaged by floods and storms in central provinces.

The campaign aims to ensure that all affected households have safe housing in time for the Lunar New Year.

Covering provinces from Ha Tinh to Lam Dong, the campaign targets both house repairs and full reconstruction, mobilizing the entire political system, including central and local authorities, the military, police, mass organizations, businesses and communities.

In addition to housing, the campaign also includes livelihood support, environmental sanitation and the restoration of schools and health facilities with assistance mainly provided in financial form.
