Saint Petersburg to exchange teachers, students with Dien Bien
Saint Petersburg aims to strengthen its cooperation with the northern mountain province of Dien Bien in culture and education.
THE HANOI TIMES — The Russian city of Saint Petersburg will send two teachers to the Dien Bien Provincial Boarding School for Ethnic Minorities in September 2025 to teach Russian.

This information was shared by Vyacheslav G. Kalganov, Deputy Chairman of Saint Petersburg's Committee for External Relations, during a meeting with Dien Bien authorities on July 15.
Kalganov added that a group of students from Saint Petersburg will come to Dien Bien for a study exchange in October.
Saint Petersburg's museums, known for their extensive collections and in-depth research, are eager to collaborate with Dien Bien to create historical exhibitions, educational materials, and learning programs for younger generations.
Kalganov also invited Dien Bien provincial leaders to attend upcoming cultural, educational, and conference events hosted by Saint Petersburg.
He described these educational and cultural initiatives as the "first brick" for decentralized cooperation between the two cities.
Le Thanh Do, Chairman of the Dien Bien Provincial People’s Committee, called the working session a significant step in strengthening bilateral ties.
He called on both sides to strengthen their partnerships in cultural heritage preservation, environmental technology, IT development, and the exchange of experts and engineers.
“Dien Bien is committed to creating favorable conditions for the effective implementation of future cooperation programs,” said Do.
The Dien Bien and Saint Petersburg delegations also discussed developing a Center for Scientific Application and Technological Innovation in Dien Bien.
The Saint Petersburg side introduced several high-tech fields in which they could contribute their expertise, including space management, drone manufacturing, AI applications, and specialized vehicle development.
Vyacheslav said that Saint Petersburg is ready to share experiences and technology to help Dien Bien achieve its sustainable development goals.
He hoped these initiatives will soon be implemented and contribute to the province’s rapid, lasting growth.
