Twin multi-purpose urban projects launched to drive Hanoi’s long-term growth
Hanoi breaks ground on two US$6-billion urban projects in the northern side of the city to expand infrastructure, support resettlement and drive sustainable growth.
THE HANOI TIMES — Hanoi on February 2 launched the North Thang Long Urban City project in Phuc Thinh Commune and a second multi-purpose urban project in Thu Lam and Dong Anh communes.
The projects mark the 96th anniversary of the Communist Party of Vietnam (February 3, 2026) and celebrate the successful conclusion of the 14th National Party Congress.

According to the Hanoi Housing Development and Investment Corporation (HANDICO), representing the investor consortium, the North Thang Long Urban City project spans 700 hectares and targets a population of roughly 200,000.
The second project in Thu Lam and Dong Anh communes covers an area of about 696 hectares, with a similar population scale.
Together, the projects carry a total investment of nearly VND160 trillion (US$6 billion), covering five communes of Thien Loc, Phuc Thinh, Me Linh, Thu Lam and Dong Anh. Both are projected for completion by 2032.
The developments implement Hanoi Party Committee Resolution No. 06 on multi-purpose urban areas, aligned with the capital’s master plan and 100-year vision.
Planners designed the projects as integrated urban complexes combining smart-city models with social welfare functions, providing resettlement, social, official, commercial and temporary housing.
The two projects also feature administrative, financial, high-tech, commercial and service centers, schools and hospitals. The layout aims to deliver livable, work-ready spaces, higher technical standards and expanded green infrastructure.
Both urban areas will link seamlessly with surrounding infrastructure, support livelihoods, improve living standards and create jobs.
The projects will ease site clearance and enable large-scale redevelopment, supporting major transport corridors such as the Red River scenic boulevard, ring roads, urban rail lines and other priority works.

These measures aim to shorten clearance timelines, cut temporary housing costs, build public consensus, accelerate key projects and strengthen the city’s core infrastructure while boosting growth.
Chairman of the Hanoi People’s Committee Vu Dai Thang said the projects play a pivotal role in the city’s shift toward green, smart, modern and sustainable development.
“They will help form synchronized, multi-purpose urban areas that meet the capital’s need for fast yet sustainable growth,” Thang said.
He noted Hanoi has rolled out major infrastructure projects, including the Red River Landscape Boulevard and an Olympic Sports Urban Complex, lifting growth, improving the investment climate and reshaping the city.
That expansion has increased demand for land clearance and relocation, underscoring the need for concentrated resettlement housing with complete technical and social infrastructure.
To address this, the 18th Hanoi Party Congress issued Resolution No. 06-NQ/TU on January 25, 2026 setting out plans for multi-purpose urban areas across four directions and eight corridors tied to nine growth axes.
Project developers will apply advanced technologies, smart-urban models and modern standards for infrastructure, transport, energy, environmental management and urban services, using environmentally friendly materials to ensure durability.
“These urban areas will create jobs through service, commercial, production and vocational zones, helping residents, especially resettled households, stabilize incomes,” Thang said.
He added the projects allow Hanoi to pilot new management and policy tools, effectively serving as an institutional sandbox for urban development.

“The city aims for a model where the State guides, enterprises lead, the market operates efficiently and people benefit,” he said, citing Politburo Resolution No. 79.
Thang urged investors and authorities to comply with the law, protect social welfare and safeguard residents’ legitimate rights.
Hanoi, he said, will continue to support investors and create favorable conditions to deliver the projects and build a green, smart, modern and sustainable capital.
