Revised housing roadmap doubles social housing targets for Hanoi

Vietnam’s push to accelerate affordable housing has significantly raised expectations for major cities, with Hanoi now tasked with delivering a far larger volume of social homes as part of the national goal to build more than one million units by 2030.

THE HANOI TIMES — Hanoi must build nearly 88,700 social housing units in 2026-2030, more than double its earlier plan, under a revised government program aimed at speeding up nationwide affordable housing delivery.

Under a government resolution issued this week, Hanoi’s social housing target for 2026 will surge nearly fourfold to about 18,700 units, marking a sharp increase from previous plans. 

From 2027 to 2030, the capital is required to maintain high annual construction volumes, bringing the total number of social housing units to be delivered in the 2026-2030 period to nearly 88,700.

In 2025, Hanoi completed more than 5,100 social housing units, surpassing its assigned target by about 10%. The city also plans to develop 39 new social housing projects worth VND71.5 trillion (US$2.7 billion).

The resolution also revises allocations nationwide to match actual demand for affordable homes, particularly after administrative mergers in July 2025 reduced the number of provinces and centrally governed cities from 63 to 34.

Among the 34 localities, Ho Chi Minh City received the country’s largest allocation, with nearly 194,300 social housing units planned for 2026-2030. After merging with Binh Duong and Ba Ria-Vung Tau, the new megacity’s target nearly triples that of the former Ho Chi Minh City alone, but is only about 18 percent higher than the combined targets of the three localities prior to the merger.

The northern province of Bac Ninh ranks second nationwide, with a target of 135,000 units for 2026-2030, matching the combined targets previously assigned to Bac Ninh and Bac Giang provinces. Other major allocations include the southern province of Tay Ninh with 80,200 units and Dong Nai with 64,700 units by 2030.

At the fifth meeting of the Central Steering Committee on Housing Policy and the Real Estate Market on January 13, Deputy Minister of Construction Nguyen Van Sinh said localities completed more than 102,600 social housing units in 2025.

This figure slightly exceeded the annual target of 100,275 units and signaled steady progress toward the national goal of at least one million social homes by 2030.

Overall, social housing units completed, launched and approved between 2021 and 2025 reached 62% of the national target for the 2021-2030 period.

During 2025, 90 new social housing projects were launched nationwide, adding 95,630 units. By the end of December 2025, nearly 700 social housing projects were under development, with a total scale exceeding 657,400 units.

Of these, 193 projects had been completed, delivering about 169,000 units, while another 200 projects had broken ground and remained under construction, accounting for roughly 134,100 units.

Nineteen localities met and exceeded their assigned targets, including Hanoi, Ho Chi Minh City, Haiphong, Danang, Hue, Cantho, Bac Ninh, Thai Nguyen, Nghe An, Phu Tho and Ca Mau.
