Hanoi plans 39 social housing projects to meet 2030 affordable housing target

Hanoi is accelerating its social housing program to expand affordable supply for workers and low- to middle-income residents while managing rising costs and price pressures.

THE HANOI TIMES  Hanoi plans to develop 39 new social housing projects worth VND71.5 trillion (US$2.7 billion) to meet the government-assigned target of completing 120,000 social housing units by 2030.

The projects will cover nearly 115 hectares, with construction scheduled for the 2026-2030 period. These developments will expand affordable housing supply for low- and middle-income residents, workers and priority groups.

The largest project is the Xuan Mai - Tan Tien social housing complex in Tan Tien Commune, with total investment of VND12 trillion (US$460.5 million) on a 30-hectare site.

The complex will feature buildings of up to 25 above-ground floors and three basement levels, designed to accommodate about 17,250 residents.

Most approved projects are concentrated in the northern districts of the capital.

Noi Bai Commune will host seven projects with a combined land area of about 10 hectares and total investment of nearly VND5.5 trillion (US$209.3 million).

Da Phuc Commune will host six projects covering more than 13 hectares, with total investment close to VND11.8 trillion (US$450 million).

Formed on July 1, 2025, Da Phuc Commune resulted from the merger of seven former communes in Soc Son District, including Bac Phu, Duc Hoa, Kim Lu, Tan Hung, Viet Long, Xuan Giang and Xuan Thu.

A major development there is the Da Phuc 1 social housing complex, with investment exceeding VND10 trillion (US$380 million). The project will span 11 hectares, feature 15 above-ground floors and one basement, and house more than 4,900 people.

Soc Son Commune will also see six social housing projects covering about 31.5 hectares, with total investment exceeding VND28 trillion (US$1.1 billion).

Among them, the Soc Son 5 project stands out as the largest, with capital of around VND8.7 trillion (US$331.1 million). It will cover nearly 9.5 hectares and include 15 above-ground floors and two basement levels.

Earlier, the Hanoi Department of Construction said the social housing project at plot CT in the Minh Duc residential area, Me Linh Commune, is expected to break ground in January.

Developed by Minh Duc Trading and Tourism Investment JSC, the project spans about 1.1 hectares and includes a 14-story apartment building with one basement.

The project will supply 612 apartments, with 90% offered for sale and the remainder under rent-to-own schemes. Sales are set to begin in June, with handover scheduled for the second quarter of 2027.

In 2025, Hanoi completed more than 5,100 social housing units, exceeding its assigned target by about 10%. Social housing prices have risen since 2024 despite an increase in project launches.

Launch prices mostly stayed below VND20 million (US$761) per square meter in 2024, while recent projects range from VND25 million (US$951) to VND29.4 million (US$1,118) per square meter.
