Twin transformation – key breakthrough for Hanoi’s long-term development

Hanoi aims to build a globally connected, civilized, modern, green, and smart capital while promoting twin transformation (green transition and digital transformation) and boosting the digital economy and circular economy.

"Hanoi has identified the 'twin transformation'—encompassing green transition and digital transformation—as the foundational and most effective breakthrough solution for the city's development from now until 2030."

Deputy Chairman of the Hanoi People's Committee Ha Minh Hai made this statement today (June 5)  during a meeting with Igarashi Shinji, Senior Executive Director for Asia-Pacific and Vice President of Accenture Japan, to discuss mutual cooperation.

During the meeting, Shinji shared information about Accenture Japan, highlighting that it is a leading global strategy consulting firm focused on supporting governments and organizations in implementing digital platforms and optimizing public services through AI and cloud computing technologies.

Today, Accenture Japan operates in over 200 cities across 49 countries and territories, with approximately 760,000 employees globally and an average annual revenue of $64.1 billion.

In congratulating Accenture Japan on its achievements, Vice Chairman of the Hanoi People’s Committee Ha Minh Hai acknowledged that these areas align with the city's interests.

He noted that Hanoi is Vietnam's administrative, cultural, educational, economic, and international integration center, with significant potential for economic and tourism development, especially cultural-historical tourism, attracting both domestic and foreign investors.

“Hanoi's advantages include a high-quality workforce and well-connected transportation infrastructure,” said Hai.

The city official stated that Hanoi is currently working on three key initiatives, including developing the Hanoi Capital Planning for the period 2021-2030 with a vision to  2050; adjusting the General Capital Plan to 2045 with a vision for 2065; and drafting an amended Capital Law.

“Hanoi aims to build a globally connected, civilized, modern, green, and smart capital while simultaneously promoting twin transformation, boosting the digital economy, and the circular economy,” Hai continued.

The Deputy Chairman assigned the Hanoi Department of Information and Communications to lead the collaboration with Accenture Japan, selecting key areas for immediate implementation, such as smart city development, digital transformation, and public services.

"Hanoi is committed to creating the most favorable conditions for foreign investors, listening to, and solving their difficulties while operating in the city," emphasized Hai, expressing hope for expanded cooperation opportunities that will benefit both Hanoi and Accenture Japan.

In response, the Accenture Japan executives said they would soon review the proposals and invited Hanoi leaders to visit Japan or Singapore, where Accenture Jpan has successfully implemented public service and digital transformation projects.

According to Deputy Chairman of the Hanoi People's Committee, the city's key priorities for the  upcoming period include:

  1. - Tackling pollution and traffic congestion using IT and digital transformation.
  2. - Investing in infrastructure, prioritizing urban digital transformation, digital infrastructure, Ring Roads 4 and 5, and bridges over the Red River.
  3. - Developing the Red River as a symbol of the future development of Hanoi.
  4. - Creating two growth hubs within the city: the northern hub for global connectivity and the western hub as a university and innovation city.
  5. - Developing Hoa Lac Hi-Tech Park into a symbol of IT, microchip, and semiconductor technology.
  6. - Implementing modern governance, particularly in public services and smart city development, to enhance management and operations.
