Digital market, tech exchange to turn Hanoi innovation into value

The new platforms aim to turn research and digital solutions into market-ready values, linking government agencies, businesses and innovators while strengthening Hanoi’s technology trading infrastructure and advancing the capital’s transition toward a results-driven digital economy.

THE HANOI TIMES  Hanoi on February 3 launched a Digital Transformation Market (DTMarket) and a Technology Exchange (HanoTEX), along with an online document transmission system, to accelerate science, technology and digital transformation across the capital.

The platforms anchor Hanoi’s push to turn innovation and digital transformation policies into practical, market-based outcomes.

At the core is HanoTEX, designed as the city’s main platform for connecting, trading and transferring technologies. It is available at hanotex.vn.

The exchange allows research results, technological solutions and innovation products to be listed, evaluated, tested and matched between suppliers and users, with commercialization as the end goal.

DTMarket functions as a marketplace where government agencies, local authorities and businesses can select, pilot and deploy digital transformation products and services tailored to real needs.

A key feature is its problem-driven model, under which organizations place specific requests for solutions and assess effectiveness through measurable results rather than demonstrations.

The third component is an online document transmission system linking agencies, departments and enterprises under the Hanoi People’s Committee.

The system standardizes digital coordination, shortens processing times and improves transparency and efficiency in public administration, supporting a more effective electronic working environment citywide.

Truong Viet Dung, Vice Chairman of the Hanoi People’s Committee, said digital transformation in Hanoi serves economic objectives rather than symbolic goals.

“Hanoi pursues digital transformation to develop the digital economy, not to follow trends,” he said.

Dung said the digital transformation market and technology exchange require technologies to generate concrete economic value.

“Hanoi has made commitments and acted on them. We move fast, focus on results and follow through. The city sees 2026 as a pivotal year, marking a shift from preparation and pilots to full implementation,” he said.

Cu Ngoc Trang, Director of the Hanoi Department of Science and Technology, said the main challenge now lies less in creating technology than in building markets where it can deliver real benefits.

He said global innovation hubs show governments must go beyond policy-making and actively help create functioning technology markets, an approach reflected in HanoTEX and DTMarket.

Through the two platforms, Hanoi aims to build a modern technology trading infrastructure that supports long-term, sustainable development.

At the launch event, the Hanoi Department of Science and Technology signed cooperation agreements with several partners, including the High Technology and Innovation Park of Vietnam National University, Hanoi and MK Group; the Institute for Control Engineering and Automation at Hanoi University of Science and Technology and Hiep Hoa Automobile Group; and the School of Information and Communications Technology at Hanoi University of Science and Technology.

The event also featured a display area with 20 participating companies, showcasing digital transformation products and solutions for public administration, digital government, smart cities, production and business activities, education, healthcare and daily life.

The launch marks a key step in Hanoi’s implementation of the Politburo's Resolution No. 57-NQ/TW dated December 22, 2024, supporting the development of a modern, transparent and efficient science and technology market in the capital.
