Enhancing Hanoi - Son La cooperation relationship in different fields

Secretary of the Hanoi Party Committee Hoang Trung Hai and a working delegation from Hanoi`s yesterday visit to Son La Province took the target to enhance cooperation relationship in different fields between the two localities.

The delegation included Permanent Vice Secretary of the Municipal Party Committee Ngo Thi Thanh Hang, Chairman of the People’s Committee Nguyen Duc Chung, Chairwoman of the People’s Council Nguyen Thi Bich Ngoc, Vice Secretary of the Party Committee Dao Duc Toan and senior officials of city’s agencies.

Senior officials of Son La Province welcomed the Hanoi’s mission, including Secretary of the provincial Party Committee and Chairman of provincial People’s Council Hoang Van Chat, Chairman of provincial People’s Committee Cam Ngoc Minh, and other officials.

According to Chairman of the Municipal People’s Committee Nguyen Duc Chung, Hanoi and Son La have enhanced cooperation and support for each other, and witnessed significant progress in several fields.

In terms of investment promotion, Hanoi encouraged the city’s investors to develop construction, trade and high-tech agriculture in Son La; big enterprises, such as Vingroup, TH Group and Picenza, will invest in trade, agriculture and tourism of Son La. On the occasion of “Cooperation, investment and development” conference in Ha Noi in 2016, Son La offered 500 trees to plant on Vo Nguyen Giap Street.

For agriculture, Hanoi and Son La Departments of Agriculture and Rural Development signed memorandum of understanding on safe vegetables and meat consumption; around 12,000 tons of vegetables, fruits, honey of the province were consumed in food shops, markets and fairs in Hanoi. In terms of industry, Hanoi recommended investors for construction of factories in Son La.

The two localities also implemented tourism promotion activities and built tourist routes Hanoi - Son La, while inspecting tourist attractions in the Northwest to support the links among travel agencies. The two sides witnessed progress in culture, education and health development, such as medical checkups for congenital heart defects for 400 children in 2015 and 2016, and free heart surgery for 50 children in Son La.

For further cooperation between Hanoi and Son La, provincial Party Committee Secretary Hoang Van Chat requested Hanoi to give feedback on PPP project on Hoa Binh - Moc Chau Highway, recommend Hanoi Trade Corporation (Hapro) for construction of agricultural farm market in Son La, and help the province in geographical indications, stamps, labels and tracking of food origin.   
      
Son La also asked Hanoi to recommend investors for construction of commercial centers and urban areas, exchange experiences in urban management, and help the district in attracting ODA capital, conducting short-term vocational training, and improving facilities in mountainous, border areas. For its part, Son La confirmed to provide urban tree species to Hanoi.
 
Chairman of the Hanoi People’s Committee Nguyen Duc Chung suggested that the two sides should enhance cooperation and experience exchange in the fields of Party and political system building. Furthermore, Hanoi will help Son La in launching tourism promotion, organizing culture and tourism activities on walking streets around Sword Lake, and support training in the field of healthcare. The city will also offer free medical checkup and medicines to ethnic minorities, and help Son La in tree pruning and trimming.

Speaking at the meeting, Secretary of the Municipal Party Committee Hoang Trung Hai asked for more cooperation in trade promotion, in particular detailed and practical measures. He asked Hanoi and Son La Departments of Industry and Trade to increase coordination and connection with enterprises, hence enhancing production and consumption of safe farm products. Hoang Trung Hai also suggested further cooperation in the fields of Party and political system building, especially mass mobilization, since the province had sucessfully cleared land for Son La Hydropower Plant without large crowd of petitioners.

Cooperation shall be enhanced in other fields, such as implementation of Central Resolutions of the Secretariat of the Central Committee Communist Party of Vietnam, training for civil servants, state management and administration reform, implementation of administrative procedures at level 3 and level 4, health, education and training, environment, and sustainable development.
