Hanoi aims to complete An Duong – Thanh Nien overpass in June

The project is important for easing traffic congestion in the capital.

The An Duong – Thanh Nien overpass and Xuan Dieu Street, which is under renovation, in Tay Ho District are scheduled to open to traffic before June 30, in time for commemoration of the 70th anniversary of Hanoi’s Liberation Day (October 10, 1953 – October 10, 2024).

Pham Van Duan, Vice Director of the Hanoi Traffic Construction Investment Project Management Board, provided an update during a visit to the construction site on March 6, when he joined a working delegation led by Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan.

The second phase involves the construction of a reinforced concrete barrier on the dike, combined with the widening of the road surface on the dike crest, the renovation and realignment of the roads on both sides, with a cross-section ranging from 26.5m to 31m (including the width of the main road from 16.5m to 21m). The total investment for Phase 2 is VND544 billion ($22 million).

"At present, the contractors are mobilizing machinery and workers to carry out all the works simultaneously, with the aim of handing them over for use before October 10, 2024," said Duan.

He noted the main challenge at present is to coordinate the synchronization of this work with the project for the 110kV Tay Ho - Yen Phu underground cable route (including 2,700m of cable and 5 cable tunnels) led by the Hanoi Power Company (EVN Hanoi).

Pham Huu Manh, Deputy Director of the Hanoi Power Company's Project Development Management Board, explained the slow progress of the 110 kV underground cable route, saying that the land was delivered late and that rains made it difficult to execute the work while traffic flow must be maintained.

Manh pledged that the Board would maximize the mobilization of the contractor's workforce to implement construction, closely coordinate, and regularly communicate with the Hanoi Traffic Construction Investment Project Management Board.

Concerning the upgrade project of Xuan Dieu Street in Quang An Ward, Chairman of Tay Ho District People's Committee Nguyen Dinh Khuyen reported that the renovated and upgraded road has a length of about 1,087m (from the intersection with Tô Ngọc Vân Street to the intersection with Nghi Tam Street) with a total investment of over VND388 billion ($15.7 million).

The construction work has been largely completed, and the technical traffic has been opened. Currently, the local authority is directing the contractors to urgently complete the smooth pavement, paint road markings, plant trees, and install traffic signs, said Khuyen.

While inspecting the construction progress, working with functional units at the intersections of Lac Long Quan - Au Co, Au Co - Xuan Dieu, Xuan Dieu - Dang Thai Mai, and the intersection with Yen Phu Street, Deputy Chairman of Hanoi People's Committee Duong Duc Tuan requested inter-agency collaboration, including the Department of Transport, Hanoi Police, Tay Ho District People's Committee, among others, to continue creating conditions and supporting the Project Management Board in organizing traffic flow for project construction.

Due to the delayed progress of the 110kV underground cable route, which is seriously affecting the completion schedule of the project before June 30, Tuan instructed EVN Hanoi to urge the Project Management Board of Hanoi Power Company and the contractor to hand over the land for the construction of the overpass at the An Dương - Thanh Niên intersection before March 15.

Given the importance of these vital transportation projects in alleviating traffic congestion in the capital city, he requested relevant departments, agencies, and units to coordinate closely, and promptly address any issues or challenges arising, ensuring that construction progress is not affected.
