Hanoi-based Russian language center to become Southeast Asia institution
The center would build on the existing Pushkin Institute branch in Hanoi, enhancing language education and cultural exchange across the region.
THE HANOI TIMES — In a move to strengthen cultural and educational ties, Russia plans to establish the Pushkin Institute in Hanoi as a hub for Russian language training in Southeast Asia.

Russian Deputy Prime Minister Dmitry Chernyshenko announced this intention during his meeting in Moscow on July 24 with Madame Ngo Phuong Ly, spouse of the Communist Party of Vietnam’s General Secretary To Lam.
Chernyshenko emphasized Russia’s commitment to deepening bilateral cooperation, particularly in education. He praised the diligence of the Vietnamese student community in Russia and expressed support for Vietnamese language teaching in Russian schools.
The Russian Deputy Prime Minister also revealed a plan to establish a Russia-Vietnam high school in Hanoi, as well as offering more scholarships to Vietnamese students in subjects such as culture, fundamental sciences and the arts.
Madame Ngo Phuong Ly welcomed the proposals and noted that cultural and educational ties serve as an enduring bridge of friendship, a precious asset for both countries that must be nurtured.
The talks went on to highlight the importance of cultural exchanges, with the upcoming Vietnamese Cultural Festival on Moscow’s Red Square being seen as a valuable opportunity to present Vietnam's rich heritage to Russian audiences.
Madame Ngo Phuong Ly expressed her gratitude for Russia’s warm hospitality and support for the festival, which coincides with the 75th anniversary of diplomatic relations between the two countries.
The Russian Deputy PM introduced the Sirius Education Center in Sochi, which fosters talent in areas such as ballet and painting. He expressed his hope to replicate this in Hanoi. He invited Madame Ngo Phuong Ly to visit the center to explore its potential.
The meeting also covered other areas of cooperation, including the successful launch of the first phase of a dairy production and processing plant by Vietnam’s TH True Milk in the Kaluga region of Russia in May 2025. This event was attended by General Secretary To Lam.
Russia's initiatives, including plans to send a delegation to Vietnam for its 80th National Day, signal a robust commitment to advancing bilateral relations.
Growing tourism, with 260,000 Russian visitors to Vietnam from January to June 2025 and a projected 450,000 by the end of the year, is set to further strengthen people-to-people connections and mutual understanding.
