Hanoi encourages involvement of private sector in environmental protection
Hanoi has effectively implemented awareness-raising activities, integrating measures to climate change response in the strategies and planning for socio-economic development in the city.
Hanoi has developed a mechanism to encourage the private sector to invest in environmental protection, heard at the meeting between the Party Central Committee's Economic Commission and Hanoi authorities on climate change response, strengthening natural resources management and environmental protection.
The meeting saw the attendance of Chairman of the Hanoi People's Committee Nguyen Duc Chung, Standing Vice Chairman of the committee Nguyen Van Suu and representatives from relevant departments.
Addressing the meeting, Deputy Head of the Economic Commission of the Party Central Committee Cao Duc Phat stressed that for mankind in the 21st century, the biggest challenge is climate change and that Vietnam is one of the countries heavily affected by climate change. He also confirmed that land resource is one of the important factors for sustainable development.
Active response to climate change
According to a report by the Hanoi People's Committee, the dissemination of Resolution No. 24-NQ/TW has improved the sense of responsibility of cadres and civil servants in implementing the task of climate change response, strengthening natural resource management and environmental protection, contributing to raising the community’s awareness of environmental and natural resource protection.
The city has raised the capacity of forecasting, actively preventing and combating natural disasters, effectively responding and adapting to climate change so as to mitigate the damage caused by natural calamities.
In addition, Hanoi has effectively implemented awareness-raising activities, integrating measures to climate change response in the strategies and planning for socio-economic development in the city.
Moreover, the city has reduced greenhouse gas emissions and achieved a target of 8-10% per unit of GDP now in comparison with 2010.
Hanoi also affirmed that environmental protection is an important task, contributing to improving people's lives. The city has focused on treating pollution in rivers, lakes and craft villages, renovated garbage collection and domestic wastewater treatment.
Especially, the city has operated 10 air quality monitoring stations funded by conglomerate Vingroup and put them into stable operation, transmitting data 24/7 to the data center.
Remarkably, Hanoi has updated the climate change scenarios as a result of the latest climate change and sea level rise scenarios issued by the Ministry of Natural Resources and Environment. It aims to improve knowledge and adaptive capacity, ensure livelihoods for people in areas badly affected by climate change.
Decentralization to localities for pollution treatment
Hanoi proposes the Vietnamese government to promulgate specific policies for encouraging domestic and foreign organizations and individuals to help solve environmental problems and respond to climate change in the time ahead, for the purpose of sustainable development.
The city formulates mechanisms and policies to encourage the socialization for environmental protection, encourage enterprises to produce cleaner and energy-saving products, and develop models for producing environmentally-friendly products.
The capital has reformed administrative procedures and further decentralized the localities and promulgated open mechanisms and policies to create favorable conditions for enterprises to approach new technologies and preferential loans to treat pollution.
Hanoi also hopes that the central agencies will soon build centers to integrate, process information, data and operate the provincial environmental monitoring network in line with the national network and current environmental standards.
