Hanoi Party chief Nguyen Duy Ngoc elected to 14th Politburo

Ngoc is among the 19 members of the 14th Politburo announced by Politburo member and National Assembly Chairman Tran Thanh Man at the closing session of the 14th National Party Congress on January 23.

THE HANOI TIMES — Nguyen Duy Ngoc, Secretary of the Hanoi Party Committee and a member of the 13th-term Politburo, was reelected to the Politburo of the 14th term, continuing his role in the Party’s top leadership.

Ngoc is among the 19 members of the 14th Poliburo announced by Politburo member and National Assembly Chairman Tran Thanh Man, who was on behalf of the Congress Presidium, informed the Congress of the outcomes of the first plenary meeting of the 14th Party Central Committee at the closing session of the 14th National Party Congress on January 23.

Born in 1964, Ngoc has held numerous senior positions within the People’s Public Security Forces and central agencies.

In November 2016, Ngoc was appointed Deputy Director General of the General Department of Police under the Ministry of Public Security. In 2017, he was promoted to the rank of Major General.

In August 2018, he became Director of the Police Department for Investigation of Corruption, Economic and Smuggling Crimes (C03).

On August 15, 2019, he was appointed Deputy Minister of Public Security, concurrently serving as Vice Chairman of the National Traffic Safety Committee from December 2019.

In January 2021, he was promoted to the rank of Lieutenant General and was elected to the 13th Party Central Committee at the 13th National Party Congress.

In December 2023, he was appointed a member of the Central Public Security Party Committee, promoted to the rank of Colonel General and continued serving as Deputy Minister of Public Security. In June 2024, he was assigned by the Politburo as Chief of the Party Central Committee’s Office.

On August 16, 2024, he was elected by the Party Central Committee as a member of the Party Central Committee’s Secretariat for the 13th term.

On January 23, 2025, he was elected by the Party Central Committee as a member of the 13th-term Politburo and appointed Chairman of the Party Central Committee’s Inspection Commission.

On November 4, 2025, under a Politburo decision, he officially joined the Hanoi Party Committee, its Standing Board, and assumed the post of Secretary of the Hanoi Party Committee for the 18th term (2025-2030).

On January 22, 2026, at the 14th National Party Congress, Ngoc was elected to the 14th Party Central Committee. One day later, at the first meeting of the 14th Central Committee, he was elected to the 14th Politburo.

On November 4, Party General Secretary To Lam presented the Politburo’s decision appointing Nguyen Duy Ngoc as Secretary of the 18th Hanoi Party Committee for the 2025–2030 term.

At the ceremony, Ngoc expressed gratitude for the Party’s trust, describing the assignment as both an honor and a significant responsibility. He pledged to devote his full commitment, integrity and sense of responsibility to serving the Party, the people and the development of the capital.

Ngọc emphasized that Hanoi’s strength lies in the trust, unity, creativity and wisdom of its people, and affirmed that a Party official must always place the interests of the Party and the people above all else.

Under the Politburo’s decision, Ngoc was relieved of his previous duties at the central level and assigned to join the Hanoi Party Committee’s Executive Board, assuming the post of Hanoi Party Secretary for the new term.

He also expressed appreciation for his predecessor’s contributions and confidence in Hanoi’s continued development.
