Hanoi proposes US$33m road linking Ring Roads 4 and 5

The project will be implemented as a public investment, with construction scheduled to take place from 2026 to 2028.

THE HANOI TIMES — The Hanoi People’s Council on September 29 approved a resolution requesting the Prime Minister’s approval for the municipal People’s Committee to manage a road project linking Hanoi’s Ring Road 4 with Ring Road 5 in the northern province of Ninh Binh.

The project will be implemented as a public investment, with a preliminary total investment of VND840 billion (US$33.2 million) funded by the city’s budget. Construction is scheduled to take place from 2026 to 2028.

At the same session, the 16th Hanoi People’s Council also approved adjustments to the investment policy for the land acquisition, compensation, resettlement and site clearance project related to the road connecting Gia Binh Airport with Hanoi (the section within Hanoi’s territory).

According to the submission from the Hanoi People’s Committee, Component Project 1, previously titled “Compensation, support and resettlement in Gia Lam District, Hanoi,” has been revised to cover Thuan An and Phu Dong communes in Hanoi, as well as Tu Son and Phu Khe wards in the northern province of Bac Ninh.

The project owner has been changed from Gia Lam District People’s Committee to Phu Dong Commune People’s Committee.

Component Project 2, originally titled “Compensation, support and resettlement in Dong Anh Commune, Hanoi,” has been revised to cover Dong Anh and Thu Lam communes in Hanoi. The project owner has been changed from Dong Anh District People’s Committee to Dong Anh Commune People’s Committee.

The overall preliminary investment, previously set at VND7.6 trillion ($301 million), has been adjusted to VND8.6 trillion ($341.8 million). The adjustment was made to incorporate an additional 1.62 kilometers of road between two localities into a component project, as approved by the Hanoi People’s Council on June 28.
